【摘要】 从国际角度看,进入20世纪60年代,现代旅游业加快了发展速度,一跃成为世界上最重要的经济活动之一。中国在进入20世纪90年代以后,国内旅游业取得了迅猛的发展,旅游成为了中国经济生活和文化中的一个重要的、不可忽视的组成部分。现代旅游业的迅猛发展,使得许多国家和地区都将其确定为支柱产业或优先发展产业,但随着旅游产业发展的曰益高涨,其引发的一系列负外部性效应也逐渐突出,对区域或国家旅游产业的发展提出了挑战。如何定位未来旅游产业的发展方向、发展环境及政策支持等一系列影响旅游产业可持续发展的问题又重新提上日程,值得正视。本文以产业经济学、制度经济学为理论基础,以经济学分析方法为基本的研究依据,系统审视了我国旅游产业二十多年的发展经验,较为全面系统地分析了旅游产业发展中的经济、环境以及文化的外部性问题,深入探究了其产业运行中经济、环境与文化外部性发生的成因和机理,并首次比较全面地着重探讨了相应的负外部性问题,而文化产生的负外部性问题是本文研究的侧重点,在此基础上,又根据旅游产业经济学理论发展和我国未来旅游产业可持续发展的特定要求,进行了旅游产业外部性有效规约的政策研究。更多还原

【Abstract】 View the tourism development from the international angle, in the 60^th 20th century, modern tourism industry speeded up its development pace, became one of the important economic activities in the world. In China, domestic tourism industry achieved rapidly develop during the 90^th 20th century, and tourism became a significant component part of economic live and culture in China. Contemporary tourism’s rapid development causes the phenomenon which many regions even countries fix tourism as the pillar or prior industry. But with the rapid development of tourism industry, it caused a serial negative-externality problems, moreover these problems become more and more serious, and also bring up challenge towards regional and country’s tourism development. How to settle the tourism industry’s development orientation, development environment, and policy support which impact tourism industry’s sustainable development are put on the agenda, we must face them squarely.The paper investigates tourism industry’s development experiences systematically on the theory of industry economics, institution economics and on the research method of economics. Analysis economic, environmental and cultural externality in the sustainable development of tourism industry overall and systematically. Inquire into the arising reason mechanism about economic, environmental and cultural externality of tourism industry’s moving. And discuss the negative-externality overall for the first time, while cultural negative-externality is the emphatic study in the paper. In the base of the above-mentioned, according to the theory’s development of tourism industry economics and specific demand of tourism industry’s sustainable development in the future, the author carries out the policy study focus on how to evade negative externality effectively.更多还原
