论先秦儒家治国理论的现代应用

【摘要】 本文通过对先秦儒家治国理政思想体系的逻辑梳理,依据东亚三国社会现代化发展实践对先秦儒家治国理政思想借鉴与运用的简单分析,重新思考了中国现代化进程中对先秦儒家治国理政思想合理借鉴的可能性,提出了构建“以人为本”、德法并重的政府管理模式和以“安人”、“贵和”、“富民”、“教民”为核心价值的现代公共行政理念与公共政策旨向。先秦儒家认为治国理政的逻辑起点、管理过程和终极目标都是“安人”,通过构建施“仁”予“人”的治国总纲、营造“贵和、和谐”的理政氛围、实施“惠民”、“富民”的经济政策、推行“教民为政”的教化方式和“德”、“礼”并行的双翼控制,从而实现对国家的有效治理。随着世界发展,先秦儒家治国理政思想也进行着变革与创新,不断地与时俱进。在推进新加坡、日本和韩国等汉文化圈的国家实现工业化、现代化的进程中,先秦儒家治国理政思想精髓与现代世界体系实现了完美的结合,折射出先秦儒家治国理政思想的普适性,同时也证明了先秦儒家治国理政思想与现代国家管理结合的可能性。通过对先秦儒家治国思想的梳理与东亚三国现代化的研究,笔者以为要实现对当代中国的善治可以适当借鉴先秦儒家治国理政思想的精髓:确立“以人为本”的行政理念;营造以公平正义为尺度的和谐行政氛围;构建以法为基、德法共进的施政纲架;制定“藏富于民”的经济战略;在全球视野中整合民族文化体系,进而实现民族价值观的全面推进。更多还原

【Abstract】 By analyzing the standpoint system of the Pre-qin Confucianist on how to control and govern the country, and according to which the developing and modernization of the three countries of East Asian have learned from, this paper will reconsider the possibility of adopting the perspective of the Pre-qin Confucianist. Besides, introduce the“Humanist”and“paying equal attention to law and ethis”to the office govern model, and suggest a public administration ideal and publicy in modern society which make“stabilizing people”,“harmonious”,“riching people”,“teaching people”to be the core importance of it.The Confucian school of pre-Qin Dynasty period considered that the logical strarting point managerial process and ultimate goal of ruling state and dealing with polities are all to pacify people.They believed in achieving effective management of the country through constructing the state-ruling guideline of“giving mercy to people”,creating a political atmosphere featuring“peace and harmony”implementing the economic policy of“benefiting and enriching people”,advocating the idea of“educating people for the purpose of better implementing policies”and controlling“virtue”and“politeness”that go abreast with each other.With the global development,the idea of ruling the state and dealing with politics in pre-Qin Dynasty period is undergoing reform and innovation and always keeps abreast of time.In the process of pushing such countries of Han-cultural circle as singapore.Japan and Korea etc.to modernization and industrialization,the essence of the ancient idea and the contemporary global system have perfectly integrated with each other,and reflected the popularity of the ancient idea of the Confucian school of pre-Qin dynasty period ,and at the sometime proved the possibility of the integration of the ancient idea and modern national management. After the classification of the state-ruling idea in pre-Qin Dynasty period and the research on the political modernization of three nation of east Asia,the author believes that the skillful management of contemporary China can be achieved by borrowing the essence of the idea of ruling state and dealing with politics in the pre-Qin Dynasty period:establishing the administrative concept of focusing on people and creating the harmonious administrative atmosphere regulated by justice;building up a state-ruling and managerial pattern based on law and advancing with both virtue and law;drawing up the economic policy aiming at“storing wealth among people”;integrating the national cultural system in global horizon in order to comprehensively push forward the national outlook.更多还原
