【摘要】 基础设施是一国经济发展的基础,在经济发展中发挥着不可或缺的作用。但当前基础设施建设相对不足的矛盾越来越突出,而影响我国基础设施建设最直接的制约因素是资金不足,其成为中国经济发展的“瓶颈”。本文在此背景下,提出在中国基础设施建设领域中引入目前在英国等国家已经实践证明可以在一定程度上缓解基础设施建设资金不足问题的PFI模式——私人主动融资模式,为中国的基础设施投融资建设提供了一条新途径。论文在研究项目融资风险管理的国内外现状基础上,结合我国基础设施建设和融资现状,以风险识别、风险评估和风险分配为线索,对我国基础设施PFI模式项目风险进行了研究。论文首先运用风险识别的基本方法,对我国基础设施PFI项目的风险进行分类,并对PFI项目的风险因素进行具体分析和阐述。然后,论文主要运用层次分析法和专家调查和打分法对中国基础设施PFI模式进行风险评价,建立了基础设施PFI项目的风险评价模型,并进行具体分析。在风险分配过程中,文章运用博弈分析方法,对风险分担的基本原则进行了说明。然后介绍英国基础设施PFI项目的风险分担研究情况,根据我国基础设施建设的实际,提出了PFI项目主要风险的处理办法,并通过中国基础设施PFI项目风险优先分配表进行定量研究分析。最后,针对我国基础设施PFI项目风险管理中存在的问题,从政策法规的完善、建立资金保障与投资回报基金机制、发展中介服务机构等方面提出几点建议。更多还原

【Abstract】 Infrastructure construction is the basis of national economic growth, and it has indispensable effect on economic development. But today the relatively insufficient contradiction of infrastructure construction is more and more in evidence , the most directly restrictive factor that affecting the infrastructure construction in China is the insufficient fund resources , and it has become the‘bottleneck’of Chinese economic growth .Under the background, this paper suggest that it is time to introduce the mode of PFI into Chinese infrastructure construction field, the mode of PFI(Private Finance Initiative) has proved to reduce the insufficient fund problem of infrastructure construction to some extend in some countries such as UK. So it provides a new financing way for infrastructure construction in China.The paper is on the basis of analyzing the current study situation both at home and abroad of the Project Financing risk management, combining the own characteristic of the Project Financing risk management of the infrastructure construction and the applied situation in China. It regards the basic step of risk identification , risk assessment and risk distribution as the clue , carrying on research to the PFI Project Financing risk management of the infrastructure construction in China.Firstly, this paper applies the basic method of risk identification, classifying the PFI project risk of the infrastructure construction in China, then analyses and illustrates the risk factors of the PFI mode project in detail . Secondly, it applies the method of AHP and expert investigation to assess the risk of the mode of PFI in Chinese infrastructure construction, then sets up the risk assessing mode of the PFI projects in infrastructure construction, and analyses them concretely. In the discussion of risk distribution, it applies the analysis method of game theory to explain the basic principles of risk distribution. Thirdly, it introduces the research status of risk distribution of PFI projects in UK. After that, it combines the reality of our country , putting forward the main risk treating method of PFI project, and provides the risk distribution table of Chinese PFI infrastructure projects to carry on quantitative analysis.Finally, aiming at some problems of the PFI project Financing risk management in China, this paper put forward some suggestion such as the perfecting of policy and law, establishing the mechanism of Capital Guarantee and investment return fund, and developing the intermediary service organization etc.更多还原
