【摘要】 本文从界定概念开始，对创新、科技创新和人文、人文因素、人文环境进行了具体分析，进而提出具有良好素质和高度创新能力的人才是实现科技创新的关键。然后通过中国科技发展历史不同阶段的对比以及世界科技中心转移的启示，论证了人文环境对科技创新的重要影响。接着通过科技创新对人类社会与经济发展的深刻意义，说明中国科技创新的现状与发达国家相比存在较大的差距，并借助于具体的数据、图表，列举、分析了这种差距的主要表现。在此基础上，详细阐述造成中国科技创新现状的原因在于改善人文环境，并认为人情本位和官本位的文化传统，现有的教育观念和应试教育体系、不合理的科技评价体系是中国科技创新的人文环境建设的主要问题。最后，从打造创新型文化环境以及完善制度建设的发展目标出发，提出构建中国科技创新的人文环境建设的具体对策。更多还原

【Abstract】 The paper begins with the introduction of conception and gives theclear definitions and analysis of innovation, innovation of science andtechnology, humanity, humanity factors and humanity circumstances, andfurther emphasizes that persons with excellent qualities and highinnovation abilities are the crucial factor to fulfill innovation of scienceand technology. Then it expounds that humanity circumstances have animportant influence upon innovation of science and technology throughthe enlightenment of the spatial movements of world’s science andtechnology center as well as comparisons of development of science andtechnology in Chinese history. Through the fact that innovation of scienceand technology is of great significance to human’s society and economicdevelopment, it explains that China’s present conditions of innovation ofscience and technology have a big gap compared with that of thedeveloped countries. In addition, it also lists and analyzes the outstandingmanifestations of such gap by means of specific figures and tables. Onthis basis, it further elaborates in great details that our humanitycircumstances composed of not only cultural traditions ofrenqing-centered and official-centered but also present exam-orientededucation system and inappropriate appraisal system are the main barriersto innovation of science and technology in China. In the end, based on theobjectives of innovated humanity circumstances establishment andsystem perfection construction, the paper puts forward the specificcountermeasures that we should establishes the humanity circumstancesof innovation of science and technology in China.更多还原
