面向计划管理领域的综合业务建模与系统实现

【摘要】 面对全球信息化和网络化浪潮,各级政府正面临如何借助现代信息技术手段,实现科学管理,提高行政效能的问题。科技计划项目的管理是各级科技管理部门的日常工作之一,为加强和完善科技计划项目管理工作,整合各类计划项目信息,实现信息资源的共享,使计划管理从相对独立的管理模式向信息共享型的网络化统一管理模式跨越,有必要构建面向计划管理领域的综合业务模型和统一的综合业务处理系统,以此为基础,实现特定计划项目管理系统的高效与快速开发。论文在对计划项目管理领域进行组织和业务分析的基础上,利用统一建模语言(Unified Modeling Language,UML)和角色网络理论,建立了面向该领域的综合业务模型和领域框架,然后,利用设计模式、程序抽象技术、构件技术、Web Service技术等相关软件技术构建统一的“面向计划管理领域的综合业务处理系统”,最后,按照该系统所确定的框架体系结构,结合上海市应用项目的特定需求,实现上海市应用项目管理系统的快速开发。论文根据科技计划项目管理的实际需求和特点,在综合业务模型和领域框架的基础上,架构网络总体结构和实际网络应用体系。为实现计划项目管理的统一流程化网络平台管理,设计了平台的网络安全体系结构,多层次多功能地保证系统的安全高效性和信息的安全可靠性。论文研究的面向计划管理领域的业务模型及统一的综合业务处理系统为各级科技计划管理部门提供了经济高效、方便快捷、安全可靠的统一管理平台,有效解决了科技计划管理工作中存在的应用系统难以适应管理流程变化、信息孤岛、系统安全性不高等问题。
【Abstract】 In the trend of global informatization and cyberization, governments at all levels are confronted with the problem of how to implement scientific management and to improve administrative efficiency through using modern information technology. Management of science and technology plan projects is the daily work of science and technology administrative departments at all levels. In order to intensify and consummate the administration of science and technology plan projects, integrate the information of different science and technology plan projects and realize the share of information resources and the change of plan management model from independent management model to unified management model of sharing information, it is necessary to build an integrated business model and a unified integrated business processing system in the light of plan management, on which base high efficiency and rapid development of plan management system can be realized.Based on the analysis of organization and business of science and technology plan project management, an integrated business model and a domain framework were built with the application of UML and role network theory. Then a unified management model in the light of plan management was developed with the application of program abstract technique, component technology, web service technology and other related software technology. Finally, the rapid development of application project system in Shanghai was realized in accordance with the framework established by the platform architecture and the special demand of application projects in Shanghai.According to the practical requirements and characteristics of science and technology plan projects management, general network configuration and real network application system were constructed on the basis of integration business model and the domain framework. In order to realize unified streamlined network platform management of planed project management, a network security configuration of the platform was designed, which guaranteed the high efficiency of security and reliability of information in multi-levels and multi-functions. The business model of field-oriented science and technology plan projects management and uniform integration business processing system not only provide an efficient, convenient, secure and reliable uniformed management platform for science and technology plan management administration at all levels, but also solve such problems in science and technology plan projects management work effectively as the difficulty in adapting to the change of management process, isolated islands of information, low system security, etc.
