【摘要】 21世纪，城市轨道交通在我国正面临前所未有的发展机遇，将成为我国大中城市有史以来最大的基础设施建设项目。然而，我国传统、单一的政府财政投资方式在面对如此巨大的轨道交通建设资金需求时，已开始无力承担，同时也限制了我国城市轨道交通的发展。为适应社会经济发展，在城市轨道交通建设中引入市场化的投融资方式已成为轨道交通发展的必然趋势。本文从城市轨道交通的经济、经营特性出发，并结合我国目前轨道交通投资环境的具体国情，研究了轨道交通市场化投融资模式。首先，通过对城市轨道交通特性的分析研究，得出了轨道交通准公共产品这一经济特性，在此基础上得出了轨道交通的投融资特点，并对主体关系进行研究。其次，通过分析城市轨道交通的提供方式，明确政府和市场分别的作用和所需发挥的职能，进而选择了政府主导的市场化投融资模式，并对其中所面临的盈利模式难点进行研究和提出相应的对策，从而构建了以在政府补贴下的PPP公私合作融资模式为主、土地综合开发为辅的市场化投融资模式。最后，分两方面对上文设计的市场化投融资模式进行具体论述研究。①政府补贴下的PPP公私合作模式：对私有资本参与城市轨道交通项目的可行性进行分析，并对PPP公私合作的市场化投融资模式的引入进行研究；在此基础上，对政府补贴在PPP公私合作的市场化投融资模式中的应用进行研究，并提出相应的对策；并对这些对策在我国轨道交通应用中存在的制约因素进行研究，提出相应的对策。②土地综合开发模式：分析城市轨道交通建设中的受益对象和轨道交通建设对周边土地价值的影响，并提出相应的评价方法；在此基础上，提出土地综合开发的方案构想，设计操作方案，并明确投资主体、土地储备机构与政府职能的关系和各自的职责，进而提出政策建议。更多还原

【Abstract】 In the 21st century, the urban mass transportation faces unprecedented development opportunity face our country, which will become the biggest infrastructure construction in the cities ever since. However, the single government public finance investment method as our country tradition, can’t afford the funds the huge urban mass transportation construction needed at face, also limited our country the development of the urban mass transportation. In order to adapt the society economy development, lead the market funding method has become an inevitable trend of the urban mass transportation development in the urban mass transportation construction.This paper studied the investment and financing of the urban mass transportation, which is from the view-point of the economy of the urban mass transportation and the concrete state of the investment environment of our country. Firstly, pass the analytical research toward the urban mass transportation characteristic to get the urban mass transportation is a quasi-public product which has economic characteristic, and carry on a research to the corpus relation. Secondly, providing a way through the analytical urban mass transportation, the explicit government and market respective function and the exertive working needed, then chose a government predominant market to turn the hurl margin mode, and as to it’s medium the earnings mode crux face carry, on a research and put forward the counterplan for correspond, setting up thus with subsidize in the government under of public-private cooperation PPP mode for the governor-land synthesize a development to turn the mode for the market for assist. Lastly, cent two sides to preceding context design of the market turn the mode to carry on to concretely discuss a research.①Government subsidy the private to cooperate PPP mode: Participate the possibility of the city orbit transportation item to carry on analysis to the privately owned capital, and is private to cooperation the PPP market turn the mode to lead to go in to carry on a research; On this foundation, to the government subsidy the application carries on a research in privately the cooperation the PPP market turn the mode, and put forward the counterplan for correspond; Combine existent check and supervision factor to carry on a research in the our country urban mass transportation application to these counterplans, put forward the counterplan for correspond.②Land comprehensive development mode: In analytical city orbit transportation construction of be subjected to the benefit object and the orbit transportation to construct the influence that is worth the peripheral land, and put forward the evaluation method for correspond; put forward the project speculation that the land synthesizes a development on this foundation, the design operation project, and explicit investment corpus, the land storage relations between organization and the government working talent and each from its job, then put forward policy suggestions.更多还原
