县域经济发展思路研究

【摘要】 “郡县治，天下无不治”。县域经济是国民经济的基本单元。在全面建设小康社会和建设社会主义新农村的进程中，县域经济的内涵越来越丰富，受到中央和社会各界的关注。发展壮大县域经济，对缓解剩余劳动力就业压力、推进我国的城镇化进程等方面都具有很大的现实意义。2006年中央对县域经济内涵的“明确探索期”的完成，标志着中国即将进入县域经济大发展时代。本文正是在这样的背景下，以山东省为例，来研究县域经济的发展思路。就一篇研究县域经济的文章而言，没有必要也不可能做到面面俱到，关键是要抓住县域经济发展中的主要矛盾和主要问题。本文认为，县域经济发展和其它任何层次的经济发展一样，关键点不外乎两点：市场和政府。尊重市场规律才能获得最大的经济效率，从而在竞争中取胜。就县域经济而言，如何才能有最大的竞争力从而在市场中获胜呢?关键是要在产业选择时遵循“比较优势”的原则。县域经济要发展，单单依靠市场的作用是不够的，还要正确定位政府在县域经济发展中的职能。基于这两点，本文的主要内容分为以下五个部分：第一部分：综合运用区域经济学、发展经济学、产业经济学等理论知识系统地研究县域经济的基本理论框架(县域经济的内涵、研究内容、类型)。第二部分：尽可能全面地列出影响县域经济发展的各种因素，并提出了确立比较优势的方法和原则。为进行县域经济SWOT分析和优势产业的选择打下理论基础。第三部分：提出县域经济的发展思路。首先，科学地选取一定数量的指标，用县域经济竞争力评价矩阵模型对县域经济竞争力进行评价，从而对各县在全国、全省所处的位置有一个宏观的了解；其次，进行县域经济发展战略分析(SWOT分析)，通过分析得出各县域的优势以及所处的外部环境会带来哪些发展的机会；最后，根据自身的优势和面临的机会进行优势产业选择的决策。第四部分：阐述县级政府在县域经济发展中的职能。温家宝总理指出：“县域经济的发展，县委、县政府是关键”。可见，正确定位县级政府的职能，也是县域经济发展思路中应有的内容。第五部分：以山东省为例，具体分析县域经济的发展思路。不同资源禀赋、区位、人口规模的县，经济发展必然有不同的路径和模式，但是条件不同的县域，经济发展思路却是有共性的。本文通过对县域经济发展思路的研究，以期对山东省乃至全国县域经济的发展有一点点借鉴意义。更多还原

【Abstract】 "Once country economy develops, the economy of the whole nation develops".Country economy is the basic unit of the national economy. As the policy of completely constructing Xiaokang society and constructing socialist new country are carried out, the contents of country economy is richer. And the society pays more and more attention to country economy. The development of country economy relieves the pressure of employment and accelerates the process of the urbanization. Country economy is to explode in China.As a thesis which is about country economy, what is important is to grasp the essential contradiction. Country economy, like any other economy, the essential factors are the market and the government. Only by keeping to the principle of "comparative advantage" can a country win in the fierce competition. What’s more, the role of the government is as important as the market rules. Owe to the above two points, this thesis is arranged as follows:Part 1: This thesis uses the theories, such as regional economics, development economics, industry economics, etc., thoroughly research the basic theory frame of country economy.( the definition, the characteristics, the contents, the types, etc.)Part 2: List as complete as possible the factors that are related with the development of country economy. Put forward the method and the principle of the establishment of the comparative competition, which is a foundation of part 3.Part 3: Put forward the model of the development of country economy. First, use the matrix model to assess the strength of each country. Second, SWOT analyze each country economy to know what are the strength and opportunities for the development of the country economy. Third, decide what advantage industries are in accord with the environment of the country.Part 4: The function of the country government. The right position of the country government is the most important as the market in the development of the country economy.Part 5: Take Shandong province as an example to explain the model of the development of country economy.All in all, different country has different route in the development of the economy.
