【摘要】 改革开放20多年来，我国农村经济社会发展取得了举世公认的伟大成就，但是，由于历史、体制、观念等多方面的原因，城乡分割的二元结构未能得到根本的改变，已成为阻碍我国经济社会发展的主要障碍。党的十六大以后，特别是十六界三中全会以来，理论界及政府部门的社会经济发展观念发生了很大的改变，如何解决“三农”问题，如何改变城乡之间的差异，如何从根本上改变城乡分离的二元结构成了大家共同思考的问题。而城乡融合的协调发展思想渐渐成为人们的共识。本文采用理论抽象和实践分析相结合的研究方法，以区域经济学，城市规划理论为基础，对城乡融合理论进行了系统的分析。文章首先对国内外研究城乡关系的理论和实践进行了详细的分析，中外学者对城乡关系及城乡经济社会发展的理论研究成果是我们进一步深入研究城乡融合发展模式的理论基石，也是我国统筹城乡发展、构建城乡和谐社会的重要依据。其次，在借鉴国内外城乡关系和城乡融合理论研究的基础上，根据我国的实际情况和时代背景，对城乡融合理论进行了深刻的分析。对城乡融合理论的内涵，目标，内容以及实施进行了详细而且系统的阐述。最后，根据城乡融合理论，对安徽省合肥市进行了实证研究。通过对其城乡发展阶段，城乡关系的现状的分析，再运用城乡融合的理论，有针对性的提出了促进合肥市城乡协调发展的政策和措施。本文的重点在于系统的理论研究以及理论与实践相结合的研究方法，试图改变以往那种只重理论研究，而不重视如何将理论转化成指导实践的现象。并通过对合肥市的实证分析，为其他城市如何处理城乡关系，协调城乡发展提供了理论的依据和实际的参照。更多还原

【Abstract】 During the past 20 years since reform and opening up, China’s economic society in rural areas has made universally acknowledged great achievements, while because of the history, systems, concepts and other reasons, the rural-urban divide dual structure has not been fundamentally changed, which have been the main obstacle that hindered China’s economic society’s development . After the 16th National Party Congress, especially since the Third Plenum of the 16th sector, the socio-economic development of the concept has undergone a drastic change in theoretical circles and government departments, and how to resolve the "three rural" issue, how to change the discrimination between urban and rural areas, how to fundamentally change the urban-rural separation of the dual structure became the common questions in everyone’s thought. The thought of urban-rural composition and coordination in development of urban and rural areas has gradually become the consensus.In this article, with a research method which is a combination of an abstract theory and practice analysis, it has a system analysis on rural-urban composition theory and with the regional economics and urban planning theory as its basis. Firstly, the article has a detailed analysis in researching on the relationship between rural and urban theory and practice, Chinese and foreign scholars’ theoretical research results on the relationship between rural and urban, and the development of urban and rural economic society, which is the theoretical foundation that we can have a further study on the development mode of urban- rural composition, as well as to the balance urban and rural development and how to construct a harmonious society between rural and urban in our China. Secondly, on the basis of the relationship between urban and rural areas of domestic and abroad and theoretical study of urban -rural composition. According to China’s actual situation and the era background, it has a profound analysis on urban -rural composition theory, and a detailed and systematic elaboration on urban- rural theoretical connotations, objectives, content and the implementation. Finally, it has an empirical study on Hefei of Anhui province according to the theory of urban -rural composition. Through the analysis on its urban and rural development stage and its status relationship between the urban and rural area, with the urban -rural composition theory, I raised some targeted policies and measures which can promote the coordinated development in urban and rural areas of Hefei city.The article focuses on systematic research on theory and the research method of theory with practice, attempt to change the past phenomenon which only emphasized the theory study but without paying more attention to how to transform the theory into practice. Through the empirical analysis on Hefei, providing a theoretical basis and practicalreference to other cities: how to deal with the relationship between the urban and rural areas, how to coordinate the development between urban and rural areas.更多还原
