【摘要】 我国的选举制度是国家民主政治制度的重要体现,而村委会选举是推进农民民主政治的关键环节。我国农村普遍开展了村民自治,积极推动了农村基层群众直接行使民主权利。民主选举村委会成员,是实现村民自治的关键所在。就村民自治来说,广大村民通过选举才能表达自己的意志,选出自己满意的村干部管理村里的事务。以此为基础逐步完善我国基层民主选举制度,是实现人民当家作主,保障中国特色社会主义民主、法治目标的实现,具有举足轻重的地位。村级直选还处在不断探索完善阶段,在个别地方出现了这样那样的问题,为此,我们要以中央新提出的建设社会主义新农村为契机,重视村级直选工作,确保村级直选制度化、法治化,以此积极推进农村民主政治建设进程。村委会选举无疑是当前中国农村政治生活的焦点内容之一。本文就目前我国农村村委会选举存在的问题如:贿选问题依旧很严重;家、宗族势力的干预;乡镇政府的推动力不足等。通过对存在的问题及成因的分析,借鉴了和参考了村委会选举的新思路及解决的新途径。在此基础上,试图构建出新的选举模式,提出精英治村的理念,完善我国基层民主选举制度,从而为我国村委会选举的改善,起到了它山之石的作用。更多还原

【Abstract】 The election system of our state is the important body of the national democracy system. The election of Villagers’Committee is a pivotal tache to promote the countrymen’s democracy. The countrymen autonomy which actively impels the grass-roots to exercise the democracy right directly develops widely around the country. To elect the members of Villagers’Committee is the sticking point to carry out the countrymen autonomy. In regard to the countrymen autonomy, the large countrymen can express their own will through election, selecting the country staff of their satisfaction to deal with the country affair. Based on these, it has the prominent position to perfect the grass-roots democracy election system of our state gradually which is to make the people be the masters of their country coming true , guarantee the realization of the socialism with Chinese characteristics democracy and the rule of law target. The country rank direct election is still at the continuously exploring and improving stage. There are such-and-such problems appearing in individual place. Thus we should seize the chance that the central government brought forward the plan about constructing socialism new country, attach importance to country rank direct election affairs, insure the country rank direct election according to the principles and the law in order to promote the construction course of the country democracy actively.There is no doubt that the election of the Villagers’Committee is one of the focuses of the country political life in China currently. This essay takes some problems existing in the Villagers’Committee member election of our state as examples, such as practicing bribery at the election is still serious, the intervention from the family and the clan’s influence, the shortage of the impetus given by the Township People’s Government, etc. By analyzing the existent problems and the cause of formation we use the new thought of the Villagers’Committee member election and new solutions for reference. On this foundation we try to set up a new election mode and put forward the frame of reference about the elite manages the country affairs and perfect the grass-roots democracy election system of our state, thus for the improvement of the Villagers’Committee election of our state which gives rise to the function as the foundation stones.更多还原
