【摘要】 随着我国现代化发展进程加速,在经济全球化和地区经济一体化的大趋势下,周边国际环境的演变有可能在不远的将来对我国边境地区的发展产生影响,而边境民族地区的战略地位非常重要,对整个国家的政治安全、经济安全和生态安全举足轻重,其经济社会发展状况直接影响着整个国家的经济发展水平和社会的和谐及稳定,而边境民族地区的经济社会发展又是与边境地方政府的治理能力紧密相关的。在这一国际形势下,进一步提升地处边境、代表国门形象的各级县市地方政府的地区治理能力尤为迫切。边境民族地区政府在地区经济社会发展中的实践要求加强提升边境民族地区县市政府的地区治理能力的理论研究。故而,本文从理论和实践两个方面对边境民族地区政府在地区经济社会发展中的职能如何定位及其实现途径进行了系统研究。在理论研究基础之上,文章最后以广西东兴市为个案,结合东兴市政府在地区经济社会发展中政府职能转变的过程及作用的发挥,进一步分析和论证边境民族地区的发展趋势及目前存在的问题,最后提出笔者个人的建议。因此,本文实现了理论研究和案例研究相结合,从而使本文研究具有了理论意义和现实意义。更多还原

【Abstract】 Along with our country modernization development advancement acceleration, in the economical globalization and under the local economic integration major tendency, the peripheral international environment evolution will have the possibility in the near future to have the influence to our country frontier area development, but the frontier multi-national area strategic status will be extremely important, to the entire national politics safe, the economic security and the ecological security will be pivotal, its economic society development condition will directly be affecting the entire national economy level of development and society’s harmony and stable, but the frontier multi-national area economic society will develop will also be and the frontier local authority’s government ability close correlation.Under this international situation, further promotes to be situated at the frontier, representative entrance to a country image all levels of county city local authority’s local government ability especially is urgent.The frontier multi-national area government’s promotes the frontier multi-national area county municipal government in developing region economic society practice request enhancement the local government ability fundamental research.Therefore, how did this article and practice two aspects from the theory to develop the function to the frontier multi-national area government at the local economic society to locate and the realization way has conducted the system research. Above the fundamental research foundation, the article finally take the Guangxi Dongxing city as a case, unifies the Dongxing municipal government to develop the transform/shift the government functions process and the function display at the local economic society, further analyzes and proves the question which the frontier multi-national area the trend of development and at present exists, finally puts forward the author individual proposal.Therefore, this article has realized the fundamental research and the case research unifies, thus made this article to study had the theory significance and the practical significance.更多还原
