【摘要】 科技中介服务体系是国家创新体系的重要组成部分,是连接技术与经济的桥梁。科技中介组织的发展,对于提高科技创新主体的能力,优化科技创新资源配置,加速科技成果向现实生产力转化,提高我国整体创新能力,促进高新技术产业的发展具有重要的意义。科技中介服务体系所所面临的问题是一个复杂的系统问题,而科技中介服务体系的系统分析是中介服务体系建设的基础。本文在大量相关文献阅读的基础上及系统工程思想方法的指导下,理论分析科技中介服务体系的内涵特征、系统目标、动力机制、演化机制、三化功能和运行模式,通过实地调研和资料收集系统分析了上海市科技中介服务体系的主体结构、服务内容、规章制度建设和三大功能的发挥情况,比较借鉴国内外科技中介服务体系发展的典型案例,发现上海市科技中介服务体系存在的问题,最后提出加快上海市科技中介服务体系发展的对策建议。首先,对科技中介服务体系的概念、动力演化机制和功能与运作模式等理论进行探讨。在概念方面,认为科技中介服务体系是由不同性质和发挥不同作用的科技中介机构(主体)和满足科技创新体系内各创新主体所需服务内容(客体),以及规范科技中介机构运行的法律法规、规章制度和市场规则(运行规则)所组成;在动力演化机制方面,科技中介服务体系是一个复杂的动态系统,它的动力机制包括内部动力、外部动力和阻力,他们并不是各自独立地对科技中介体系发生作用,而往往是相互融合、相互作用共同作用于科技中介体系发展演化的全过程;在功能与运作模式方面,科技中介具有专业化、网络化和社会化功能,同时具有不同的运作模式,发达国家根据自身情况的不同选择不同的运作模式,政府大多只是适当干预或者间接干预,而政府的手段、支持和引导作用会对科技中介服务体系的发展产生较大的影响。其次,从主体结构、服务内容、规章制度建设和三大功能发挥等角度系统分析上海市科技中介服务体系的现状,本文认为上海已经初步形成了科技成果转化过程中所需的科技中介机构,基本满足科技创新和社会发展的需要,结构较合理,较好的发挥了专业化、网络化和社会化功能。但科技中介机构市场化运作水平较低,基层科技中介组织和科技中介人员素质、能力培养方面有待加强,科技中介所需的信息源较分散、内资源共享不充分,同时上海还缺乏比较有影响力和能够提供国际化服务的科技中介品牌。第三,通过北京和美国的科技中介服务体系典型案例的比较分析,结合上海科技中介服务体体系的实际,本文认为科技中介服务相关法律法规体系不完善、科技中介服务所需的供需信息资源分散、科技中介机构专业化程度较低、经纪人队伍素质不高、科技中介服务的运作模式单一、行业协会发挥作用不明显和全社会对科技中介的认识不足等是科技中介存在的主要问题。最后,提出加快上海科技中介服务体系发展的对策建议,包括推进科技中介服务体系立法进程、构建上海市科技中介信息服务平台、加快专业化科技中介机构与经纪人队伍建设、促进科技中介服务体系品牌建设、建立健全各类科技中介行业协会和提高全社会对科技中介的认识等。更多还原

【Abstract】 Science and technology intermediary service system is an important part of national innovation system, as a bridge connecting technology and economy. The development of S&T intermediary is important for enhancing the capability of science and technology parts, optimizing science and technology resource allocation, accelerating science and technology fruits transforming into productivity, enhancing national innovational ability, promoting high-tech industrial development. The problem is a complicated systematic problem faced by S&T intermediary service system, systems analysis of which is the base of service system construction. Based on large amounts of correlative papers and the system engineering theory, the paper theoretically analyzed the meaning、character、aim、driven power、evolving mechanism、function and mode. Through data collection and investigation, the paper systematically analyzed the main body、service contents、bylaw construction and function. Through comparing with model cases, the problems which restricting the development of shanghai S&T intermediary service system were found. Then at last, the countermeasure are proposed to quicken the development of shanghai S&T intermediary service system.Firstly, the paper discussed the concept、driven power、evolving mechanism、function and mode of S&T intermediary service system. S&T intermediary service system was formed by S&T intermediary organization、service content and law. S&T intermediary service system was a complicated dynamic system, of which driven power included inside power、outside power and resistance. They were not separated affecting S&T intermediary system independently, they fused each other to affect the whole evolving process. S&T intermediary had functions of specialization、network and socialization. Different countries had different operational mode which were chosen because of their conditions. Government played an indirect effect to them, and the function played by government influenced the development of S&T intermediary service system a lot.Secondly, the paper analyzed the actuality of S&T intermediary service system from the angle of main body structure、service contents、bylaw constructions and functions and etc. Shanghai had formed all S&T intermediary needed by the process of S&T fruits transforming, basically satisfied the demand of S&T innovation and social development, played the functions of specialization、network and socialization well. But the marketing ability of S&T intermediary was low, the lower S&T intermediary and people’s quality and capability needed to be enhanced, information was decentralized, and it was short of S&T intermediary famous brands which could provide international service.Thirdly, through the compare of Beijing and American model cases, with the actuality of S&T intermediary service system, the main problems of shanghai S&T intermediary service system are uncompleted law system、the decentralized information needed by supply and demand parts、the lower specialization of S&T intermediary and brokers、the single service operation mode、the weak effect played by guilds and short cognition of the society.At last, the paper proposed the countermeasure to quicken the development of shanghai S&T intermediary service system. It included advancing the process of lawmaking、constructing information service platform、quickening the construction of S&T intermediary and brokers、accelerating the construction of service system brands、establishing and completing different kind of S&T intermediary guilds and enhancing the whole social cognition about S&T intermediary.更多还原
