总成厂搬迁项目管理

【摘要】 总成厂地处上海市区,环境及空间对其存在及发展的制约非常大,而且总成厂现布局为20世纪80年代的规划,已不适合现代物流及生产的要求,生产成本较高。为改变这一现状,上海乾通汽车附件有限公司决定总成厂整厂搬迁。总成厂的举厂搬迁是一个大的项目,如依靠乾通公司以往的管理方法很难出色完成该工作,而采用成熟的项目管理方法对搬迁项目的成本控制、进度计划控制、协调及优化效果会非常好。本次总成厂搬迁项目采用项目管理的方法主要解决:1)搬迁费用的控制,它包括厂房的建设、新增设备、设备搬迁和调试等费用的控制,以达到节省搬迁费用的目的;2)进度计划的控制与协调,主要包括厂房的建设计划、新增设备计划、已有生产设备搬迁计划、搬迁过程的生产计划等,以保证在最短的时间内完成搬迁任务,从而不影响上海大众汽车及上海通用汽车等乾通公司配套企业的生产;3)优化搬迁后的生产布局,使得总成厂的劳动生产率、设备利用率、物流周转效率及在制品库存控制等在搬迁后能有显著的提高,从而降低总成厂的生产成本,提高企业的竞争能力,为汽车零部件行业的发展做出贡献。通过使用一些成熟的项目管理方法及工具,如:工作分解结构、工作时间估计、项目网络图、甘特图、关键路径法、网络计划时间参数计算等,总成厂成功地完成了搬迁项目。由于总成厂搬迁项目管理涉及整个搬迁工作的方方面面,本文限于篇幅,仅对项目的主要工作即成本控制、进度控制、工艺布局的改进等进行论述。上海乾通汽车附件有限公司由于从未有过在搬迁项目中采用项目管理方法对项目进行管理及控制的先例,因此项目管理方法在乾通公司的使用上在有着创新的意义。该项目的成功不仅仅达到了项目的目标要求,同时还通过项目管理方法在搬迁项目上的应用,探索并提升了乾通公司的管理水平。通过该项目的开展,乾通公司锻炼了一支项目管理的队伍并给了乾通公司管理层大范围推广项目管理带来了信心。该项目的成功将会促进乾通公司管理层重视项目管理,将越来越多的项目纳入项目管理的运作,使乾通公司的管理迈上一个新的台阶。而届时本文将成为在搬迁项目上使用项目管理方法的指导书,为乾通公司的整体搬迁、提升企业的竞争能力发挥作用。
【Abstract】 The Assembly Plant was located in the downtown of Shanghai. It was restricted too much by the circumstances factors and impossible to enlarge spaces. Further more, the existing layout was made in 1980’s. It cannot suit the requirements of modern logistic and production. For change this kind of the status, Shanghai Cosmopolitan Automobile Accessory Co., Ltd. (hereinafter referred to as“SCAAC”) decided to transplant the Assembly Plant totally.Transplanting the Assembly Plant is a huge project, so it will be hard finished by using normal management. To use the project management method may have good effects on cost control, schedule control, coordination and optimization. Since such a method is quite mature in theory, so it is suitable for our corporation. The project management mainly solves the issues as follow: 1) Controlling the moving cost. It includes the expenses of building, purchasing new equipment, moving equipment, adjusting equipment and so on. The target is to save cost. 2) Controlling and coordinating the schedule. It includes the schedules of the building, the purchase progress of new equipment, the existing equipment moving, and the production plan during the transplant period. The target is to ensure the project can be completed as soon as possible. So it will not affect the customer’s production so as SVW and SGM. 3) Optimizing the production line layout. It will maximize the labor productivity, the equipment-utilization rate, and the logistic efficiency, and reduce the quantity of work-in-process. So it will reduce the production cost, promote the competition capability of the Assembly Plant and benefit for the development of the automobile accessory trade. By using the method of project management with work structure breakdown, work time estimate, Gantt chart, project network, critical path method, network time parameter calculation, and so on, this factory transplant project was successfully accomplished. All the requirements are achieved and the original plan is exceeded. The project has got the giant success. Because of the project involved almost everything, this thesis just describes that using the methods of project management to control and coordinate the cost, the schedule and the optimization overall arrangement of the Assembly Plant during its transplant. SCAAC never has the experience of using the project management in transplant project, so there is innovation significance in company’s management. The success of this project not only achieves its original target, but also promotes the management level of SCAAC. By doing this project, we have trained a team of project management and given the confidence of generalizing project management to the top management of SCAAC. It will promote SCAAC managers to think about much more of project management and bring more and more projects into contact with this method. Then SCAAC will make the management go ahead a new step. By then, this thesis will be the instructor of project management. It will benefit for the whole company’s projects and improve the company’s competition capability.
