十六大以来党内民主理论和实践研究

【摘要】 中国共产党是按照马克思列宁主义建党理论和建党原则建立起来的工人阶级先锋队组织,是广大党员按照自愿的原则结合起来的,为着共同的理想和目标而奋斗的组织。从建党的那天起,党就已经把民主写在了自己的旗帜上。充分发扬党内民主,是党的内在本质规定性。回顾中国共产党80余年的奋斗历程,总结发展党内民主的历史经验,党的十六大报告指出:“党内民主是党的生命,对人民民主具有重要的示范和带动作用。”这一科学论断深刻揭示了发展党内民主的重要意义。党内民主建设不仅直接关系到党的先进性的保持和发挥,关系到党的执政能力的建设和领导水平、执政水平的提高,关系到党的执政地位的巩固和发展,还进一步关系到中国特色社会主义民主政治的实现程度,关系到中国特色社会主义事业的发展,关系到中华民族的伟大复兴。十六大报告还明确了发展党内民主的基本思路,指出“要以保障党员民主权利为基础,以完善党的代表大会制度和党的委员会制度为重点,从改革体制机制入手,建立健全充分反映党员和党组织意愿的党内民主制度。”正是在这样的背景下,党内民主建设蓬勃展开。本文以十六大以来党内民主建设为研究对象,从理论和实践两个方面进行阐发,揭示党内民主建设所取得的成果。在此基础上,总结党内民主建设的新鲜经验,分析思考其中潜在的问题,并进而提出发展党内民主的四条建议,以求为推动党内民主建设提供些许参考。全文共分四部分:第一部分,对无产阶级政党党内民主理论的发展进行了梳理。主要论述了马克思主义经典作家的党内民主思想及中共第一、二、三代中央领导集体核心毛泽东、邓小平、江泽民对发展党内民主做出的主要理论贡献。第二部分,从理论层面对十六大以来党内民主问题进行研究。阐明了十六大以来中共对党内民主认识的深化,进一步分析了党的先进性建设理论,科学发展观、构建社会主义和谐社会对党内民主建设的重要意义。第三部分,对十六大以来党内民主建设的进展情况做综合分析。主要从五个方面揭示了党内民主的建设成果,在此基础上总结党内民主建设的经验,发现其中的问题并进行探讨。第四部分,明确了新时期发展党内民主的四大着力点:尊重党员主体地位,切实保障党员民主权利;大力推行票决制,逐步改变过度集权的党内权力结构;进行民主的再教育和民主制度、民主程序建设,破除党内潜规则;突出对主要领导人的监督。本文创新之处主要集中于第二和第三部分,分别从理论和实践两个层面对党内民主建设进行研究、分析,从而较为全面地揭示了十六大以来党内民主建设取得的成果。更多还原

【Abstract】 The Communist Party of China, constructed according to Marxism - Leninism Party-building theory and principle, is a vanguard organization of the Chinese Working Class. It is also a voluntary organization established by many advanced elements striving for the same ideal and goal. From the day of the Communist Party of China’s foundation, the CPC has put democracy on its own banner. To carry on democracy in the party is the inherent prescriptivity of the essence of the Chinese Communist Party. By retrospecting the course of eighty more years’ struggle of the Communist Party of China and generalizing the experience of the inner-Party democracy construction, the report made at the Sixteenth National Congress of the Party points out:“The lifeline of the Party is the democracy within itself, which serves as a model and motivator for the people’s democracy.”This scientific judgment deeply reveals the important meaning of developing the democracy inside the Party. The inner-Party democracy construction not only has great effect on keeping and exerting of the CPC’s advanced nature, enhancing the ruling ability of the Party , consolidating CPC’s executive position. It is also directly connected with the realization degree of socialist democratic politics with Chinese characteristics, the development of the cause of socialism with Chinese characteristics, and the great renaissance of Chinese Nation. The report made at the Sixteenth National Congress of the Party also explicitly points out:“we should take the guarantee of the Party member’s democratic rights as the base, make great emphasis on perfecting the national congress and committee system of the CPC, start from the reform of its structure and mechanism, to establish and perfect inner-Party democratic system, which fully reflects the aspiration of the party members and party organizations .”In such background, the construction of inner-Party democracy flourishes. This thesis takes the inner-Party democracy construction since the Sixteenth National Congress as the research subjects, explains from two respects of theory and practice, reveals the achievements of its construction. Based on these, the writer generalizes the new experience of the inner-Party democracy construction ,analyzes those potentially existed problems and put up with 4 suggestions to promote inner-Party democracy.This text divides four parts altogether: in the first part, the writer combs the theory of inner-Party democracy, mainly discusses Classical Marxist Writers’thoughts on inner-Party democracy, and also Mao Zedong、Deng Xiaoping、Jiang Zemin’s important contributions to develop inner-Party democracy. In the second part, some theoretical research is made on the inner-Party democracy construction since the Sixteenth National Congress. The writer clarifies CPC’s deepening knowledge of the inner-Party democracy, makes some further analysis on the construction of the Party’s advanced nature、scientific development concept、construction of socialist harmonious society, which have great importance to inner-Party democracy construction. In the third part, comprehensive analysis is made on the advance of inner-Party democracy construction since the Sixteenth National Congress .The writer reveals the achievements of democratic construction from five main aspects, generalizes the fresh experience ,finds problems and makes further discuss. In the fourth part, the writer points out four focus points of developing inner-Party democracy: emphasize party member-centeredness, guarantee party member’s democratic rights; strongly promote voting system ,gradually change the excessive centralization of authority of Party’s power structure; carry on democratic reeducation and democratic system、democratic procedure construction in order to break potential rules inside the party; give prominence to the supervision of main leaders.Innovations of this dissertation are mainly concentrated on the second and third part ,in which the writer analyses and studies the construction of inner-Party democracy from theory and practice, thus to make an overall reveal on the achievements of inner-Party democracy construction since the Sixteenth National Congress.更多还原
