当代中国农民维权组织建设研究

【摘要】 当代中国农民长期处于弱势地位,其权利的保障和维护也一直处于被动和低效状态,原因之一就在于农民维权组织的缺位。构建农民维权组织,将农民纳入组织体系,是更好地实现农民权利、解决农民问题和促进社会发展的必然选择。当前关于农民维权组织建设的系统性的专题研究仍然空白,为弥补这一缺憾,笔者汇集和整理了多方面的相关资料,充分运用多学科相关理论对中国农民维权组织建设问题展开研究,形成本文,文中特别对如何构建这一新组织进行了大胆的探讨。全文主要内容分为三章:第一章:中国农民及其权利之演进。经过历史演进的当代中国农民有其特殊内涵和特点。在演进中,中国农民权利的实现过程是一个从应有权利到实有权利、从权利争取到权利维护的过程,当下加强农民权利的维护是中国农民权利的现实要求。第二章:当代中国农民维权之组织化选择。无论从理论还是实践层面上讲,当代中国农民的组织化维权都是一种必然趋势,鉴于农民付诸组织维权的载体呈局部、零星分布状,且存在诸多不足和问题,故在农民维权上有必要进行组织开拓,即构建农民维权组织。第三章:中国农民维权组织构建之探索。在组织的构建上,本文以组织学理论为指导,参考和借鉴以往和目前国内外农会及其他民间组织的建设经验,在此基础上着手探索该组织的具体构建。构建内容主要包括该组织的目标建构和模式建构,具体论及组织基本原则、组织名称、组织结构、组织运作及保障措施等方面。更多还原

【Abstract】 Contemporary Chinese peasants have been in a weak position, and the protection and maintenance of their rights has been passive and inefficient for a long period of time, one cause of which is the vacancy of the Peasants’ Right Protection Organization.It is the inevitable choice to construct Contemporary Chinese Peasants’ Right Protection Organization so as to bring peasants into the organization system, to realize Chinese peasants’right and to solve the Issue on Chinese peasants.Presently, the systematic special study constructed about the Peasants’ Right Protection Organization is still blank. With various material collection and full utilization of the related theories, this article studies the construction of Contemporary Chinese Peasants’ Right Protection Organization; especially probes into how to construct this organization. The full article is composed by three chapters:Chapter I: The evolution of Chinese peasants and their rights. After experienced the historical evolution, Chinese Contemporary Peasants now has its special connotafion and new characteristics. During the process of evolution, the realization of Chinese peasants’ rights is from "should have" to "have" and from "fight for" to "safeguard". Today strengthening the peasants rights’ maintenance is the practical demand about the realization of Chinese peasants’rights.Chapter II: The choice of organization for contemporary Chinese peasants’ rights protection. Seeing from theory or practice, the organization rights’protection of Chinese present peasants is an inevitable trend. In view of the fact (hat the distribution of the carrier about organization protection is local and occasional, and also there are many insufficiencies and problems, it is necessary to develop the organization in the peasants’ right’s maintenance, i.e. to construct the Peasants’ rights protection organization.ChapterⅢ: The probe of Contemporary Chinese Peasants’ Right Protection Organization’s construction. On the organization construction, this article lakes the histology theory as the instruction, refers to and profits from the experience of former or present domestic and foreignpeasant associations and other folk organization’s construction and then begins to explore the organization’s concrete construction. The construction contents mainly includes the objective construction and pattern construction of the organization, about which this article specifically elaborates the organization’s basic principles, name, structure, operation, protection measures and so on.更多还原
