【摘要】 党的十六大把“社会更加和谐”作为全面建设小康社会的目标之一提出来,党的十六届四中全会又把“提高构建社会主义和谐社会的能力”作为党执政能力的一个重要方面明确提出,这在我们党的历史上还是第一次。这一重要论断的提出,是对马克思主义理论的重要丰富和发展,是我们党对什么是社会主义、怎样建设社会主义的又一次理论升华。深刻理解和把握构建社会主义和谐社会的丰富内涵,对我们全面落实科学发展观,促进我国经济社会协调发展全面进步,实现全面建设小康社会宏伟目标,意义重大。构建社会主义和谐社会是一项长期的历史任务,需要多方努力才能逐步实现。在这一过程中,应当对我国政府的角色进行审视和再造,以适应并促进和谐社会的建设。本文就政府在构建和谐社会进程中的角色定位问题作一探讨,共分四部分:第一部分,中国政府在构建和谐社会中的角色反思。首先界定了政府角色和和谐社会的概念,进而指出我国政府在构建和谐社会中还存在角色缺失,诸如角色的错位、缺位和越位。分析了研究政府角色的意义。通过分析指出我国政府角色定位时存在的障碍。第二部分,构建和谐社会对我国政府角色的要求。构建和谐社会是人类有史以来的理想追求,分析了我国现阶段构建和谐社会的基础和意义。指出我国政府在构建和谐社会中应该统筹协调各方面利益关系,规范行政权力运行,营造良好发展环境,整合社会管理资源,政府工作人员应起到表率的作用。第三部分,是西方国家政府角色理论对我国现阶段政府角色定位的启示,分别从世界典型国家政府角色的历史演变、西方重塑政府角色理论以及重塑政府角色理论对我国的启示三个方面来阐述。第四部分,是关于政府角色定位问题,通过前三部分的分析,揭示了政府角色定位的基本原则,我国政府在构建和谐社会进程中应树立“以人为本”的政府管理理念,加强社会管理与公共服务职能,着力解决民生和社会公平问题。更多还原

【Abstract】 In 16th National Congress of Communist Party of China,“making the society more harmonious”is put forward as one of goals for constructing overall developing and flourishing society. And later, in the 4th session of 16th National Congress,“improving the ability for constructing harmonious society of socialist”, as an important aspect for strengthening Party’s governing ability, is put forth again. This appears for the first in the history of our Party. The appearance of this theory greatly develops and enriches Marxism, and it is also a theoretical sublimation for our Party to consider once more what is socialist and how to construct socialist. To deeply understand the rich content of harmonious society of socialist has a great significance for implementing scientific concept of development , for facilitating the overall economic development, for realizing the goal of constructing a well-off society.As for the establishment of socialist harmonious society, it will no doubt take a long time and many efforts to accomplish it gradually. In this course, it is necessary for us to reconsider and redefine the role of our government played in the society so as to promote and facilitate the process of establishment. Taking these issues mentioned above into consideration, the author will make a brief research on the reorientation of our government’s role in the establishment of socialist harmonious society in this paper. It covers four parts in this paper :PartⅠ, making a brief analysis for the government’s role in constructing socialist harmonious society. First , giving a definition for government’s role in harmonious society ,and then pointing out there is still a lack role for government to construct harmonious society, such as role reversal , position lack and offside role. Meanwhile , making an analysis for the function of studying government’s role and point out the obstacles for the orientation of government’s role.PartⅡ, demanding for government’s role in the process of constructing harmonious society. It has been an ideal seeking for humans to construct harmonious society , and on the basis of this, the author analyses the foundation and meaning for our country to construct harmonious society. Meanwhile , what our government should do in the process of constructing harmonious society is to coordinate all aspects of interest, to make sure the executive powers function well, to create a well-developed environment, to integrate social management resources, and to ensure the government staff exemplify a good model.PartⅢ, introducing the function of enlightment gained from the theory of government’s role in the western countries to the orientation of our government’s role ,and expounding this issue from the following three aspects , that is , the historical evolution of government’s role in typical countries of the world, the theory of remodeling government’s role in the western countries, and the aspiration got from the theory of remodeling government’s role.PartⅣ, through the analysis above three parts, the author shows us the basic principle for the orientation of government’s role , what our government should do in the process of constructing harmonious society is to establish people-centered managing concept in government , to strengthen the functions for social management and public service, to try to solve the issues of livelihood and social justice.更多还原
