【摘要】 不管我们是否愿意,在国际社会秩序动荡不安,国内社会结构发生重大变革的时期,危机事件已经成为我们这个时代生活中的一部分。危机事件究竟能带来什么样的冲击,对社会发展带来什么样的影响,这是生活在和平安稳年代的人们很难感知的事情。构建科学的危机管理体系,提高应对能力,是当前世界各国都非常重视的课题。危机管理的本质是危机决策,作为危机管理体系当中最为关键的一环,危机决策机制更需要用管理技术的方法和从决策艺术的角度去建构、考量。目前,对于危机决策问题的探讨是危机管理研究领域的一个热点和焦点问题。本文在背景、现状分析的基础上,结合学术界的研究成果,提出了建构科学的危机决策系统的设想。文章共分四部分第一部分,理论概述。对文章阐述所用到的基本概念,如危机、危机决策、危机决策机制等作了简要介绍和涵义界定,并介绍了危机决策的一些方法,分析了危机决策的过程。第二部分,背景分析。从经济、政治、文化三个方面分析了我国建立和完善现代危机管理体系的社会背景和重要意义,并进一步指出,危机管理的本质是危机决策。第三部分,现状分析。作者首先介绍了我国危机事件决策实践中取得的主要成效和仍旧存在的问题,接着又结合具体事例,从个人、组织、环境三个方面对危机事件决策机制的影响因素做了逐一分析。第四部分,提出方法。该部分是全篇的重点。在这部分里,作者以整体的视野提出了建构科学的危机决策系统的设想,从时间序列的角度设计了危机决策的一般流程,提出了化解影响危机决策不良因素的思路选择。更多还原

【Abstract】 No matter we whether wants, in the international society order unstable, the domestic social structure had the significant transformation time, Critical incident has become an important part of this age already. Actually can the crisis event bring what kind of impact and what kind of influence to the social development, this is the life in peace time people difficult to expect. The construction of scientific Crisis-Management System, and the enhancement of coping ability, is topic which various countries all extremely take. The Crisis-Management essence is the Crisis Decision-Making. As a key link of Crisis-Management System, the Crisis Decision-Making Mechanism needs to use the management technology and the decision art to construct.At present, discussing of the Crisis Decision-Making is a focus issue in Crisis-Management research. This paper put forward some tentative plans about Construction of scientific Crisis Decision-Making System on the analysis of the current situation and the union of academic achievements.This text divides four parts altogether.Part one, the theoretical definition. This part made a brief introduction and concept definition which will be used in the article such as crisis, Crisis Decision-Making, Crisis Decision-Making Mechanism, and then analyzed the Crisis Decision-Making process.Part two, the background analysis. This part analyzed the social background and vital significance of establishing and perfecting modern Crisis Management System in our country. And further pointed out that, the Crisis-Management essence is the Crisis Decision-Making.Part three, the present situation analysis. First the author introduced the main results and some questions still existed in the Crisis Decision-Making practice in our country. Then analyzed the influencing factors one by one from the individual, the organization, the environment did to the Crisis Decision-Making System according to some examples.Part four, route analysis. This part is the key of the article. In this part, the author proposed some thinking selections to melt influence factor which has affected Crisis Decision-Making, then introduced the crisis decision-making methods, designed the crisis decision-making process according to time order, finally put forward some tentative plans about construction of scientific Crisis Decision-Making System by the whole field of vision.更多还原
