基于WebGIS的林权管理信息系统

【摘要】 WebGIS是近年来GIS领域在认识和实践方面的一项重要发展。本文结合WebGIS技术,设计了林权信息的远程查询系统,应用此系统用户可通过Internet方便地对林权权属图进行缩放、漫游等基本的GIS操作,查询林权空间信息和林权业务信息,该系统使林权信息更广泛地、直观地面向社会,提高森林资产交易市场的公开化与透明度,提供一个方便的林权信息资讯平台。本系统以林权数据的远程发布为主要目的,研究实现林权管理的业务信息和空间信息的可视化,在此基础上实现Web方式的林权信息远程发布和管理应用,即通过WebGIS技术集成、实现了一个具有地理信息直观可视化林权信息管理系统。本文的主要工作和创新点如下:1在调查了国内林权管理和研究了WebGIS在森林资源管理的应用现状的基础上,设计了林权信息的远程查询模型,提出将WebGIS技术应用于林权管理的方案,在此基础上建立了实验系统,该系统实现了含有空间位置的林权信息远程浏览和管理。2针对集体林权制度改革的现状,建立了林权抵押贷款业务的基本框架,其中包括林木抵押贷款的申请、登记、注销、台帐登记和统计报表等,使得用户能准确、有效地查询林权抵押贷款信息,并提高了林权抵押贷款信息的检索速度。3林权数据量非常大,需将林权数据分别分放在多个服务器中,系统运行时就会影响服务器的相应速度,为解决该问题,在分析服务器负载均衡的基础上,提出了基于请求内容的分布式调度算法,并在此结构基础上设计了服务器负载均衡结构,提高服务器性能和系统响应速度。
【Abstract】 In recent years WebGIS appears to be a new development of GIS. With distributed WebGIS, an information system of forest ownership is established, which provides distance inquiry with operations like scaling, rambling on electronic maps over the Internet. Thus, users obtain simultaneously both spatial and business information. The system is also benefit to forest resource information management as a convenient operational platform.Aiming to web publication of the information, the paper first works over the visualization of spatial data and attribute data of the forest ownership management, then build an experimental system which provides distance inquiry in a direct and transparent way. The research work is summarized as follows.1 . After a thorough study on the present work about domestic forest ownership management and the application of WebGIS in forestry domain, a distance inquiry model is proposed to found an experimental system for management, which deals with both spatial and business information.2 . In response to the reform of forest ownership, a frame of mortagage loan on the forest ownership is founded with improved the efficiency of information retrieve, the functions of which include forest mortagate loan application, registry, log-on, account book management and statistics and so forth, which provides the user with accurate, fast information retrieve.3 . Since the data of the forest ownership is excessively large, a set of server clusters is normally needed, which causes the consideration of load-balancing of server clusters. So the paper proposes a load-balancing mechanism with a content-aware distributed algorithm, thus improves the efficiency of the operation.
