【摘要】 文化是一个民族的深深烙印，是影响民族进步和发展的根，是任何民族和个人挥之不去、割舍不下的情缘。人类的发展史，实际上是一部文化的发展史。许多海外侨胞晚年都想方设法回到家乡，落叶归根，追求的就是精神的归属，文化的根。我们说台湾和大陆同根同祖，指的也是两者之间文化相近，血缘相同。文化作为一个民族灵魂，带有强烈的民族特征、区域特征和时代特征，不同国家、不同民族、不同地区、不同时代、城乡之间文化内涵都不同。因此，我们研究任何民族问题，都必须首先抓住这个民族的文化本质，任何抛开根源性因素开展的研究都将导致问题仅停留在表面，只能治标，不能治本。当前，随着“三农”问题日益受到社会各界重视，在大力发展农村经济，提高农民物质生活水平的同时，和城市文化相比，我国农村文化还十分落后，已经成为制约农民进步、农村发展的一个根源性问题。因此，建设先进的农村文化，不断满足农民日益增长的精神文化需求，是构建社会主义和谐农村的一项重要任务。社会主义新农村文化既不同于封建文化，也不同于现代城市文化和西方文化。其建设道路也不能是简单的传承或拷贝，只能是创造，即继承、扬弃和创新。必须立足农村的区域特征，结合时代精神，认真分析当前同时作用于农村的多种文化之间的矛盾和冲突，牢牢把握农村文化为建设和谐农村服务的总方向，走文化重建的道路。农村文化重建是重组和改造农村文化中的消极因素，保护和弘扬积极因素，重建一种真正符合农民素质提升、农村发展进步的现代新农村文化，为构建和谐农村提供强大的精神动力和智力支持。本文对农村文化重建的战略意义和基本模式进行了尝试性研究。全文共六个部分。1、引言：对国内近代有关农村文化建设课题的研究进行概要述评，提出本文研究的时代背景和意义，以及试图解决的问题和达到的目标。2、农村文化重建的价值考量：分析我国当前开展农村文化重建的现实意义，并从外部条件和农村文化自身基础条件两个方面，分析我国当前开展农村文化重建的历史机遇和可能性。3、农村文化的历史溯源及其现实危机：简述我国现代农村文化的发展历程，并对其成因进行剖析，从精神文化层、制度文化层和物质文化层三个层面提出我国当前农村文化的现实危机。4、农村文化重建的若干战略：在上述研究的基础上，从政府行为、市场行为和统筹城乡发展的视角，提出现阶段我国农村文化重建的若干战略。5、农村文化重建的“1234”对策：在上述研究和分析的基础上，确定我国农村文化的核心定位，农村文化重建必须把握的四个基本原则，以及必须统筹协调的三对关系，并提出总体工作思路。6、若干政策建议：提出我国农村文化重建必须突破的六大瓶颈。更多还原

【Abstract】 Culture is a brand deeply engraved in a nation, a root that influences the progress and development of a nation, and an unforgettable sentiment of any nation and individual. The history of human development is actually a history of culture development. Many overseas Chinese try to return to their hometowns in their old age. What they pursued is mentally belonging and the cultural root. When it comes to the same root and the origin of Taiwan and motherland, it refers to the similarity of culture and blood between them. As a national soul, culture is characterized by strong national, regional and temporal distinction. The connotation of culture is different with regard to different nation, region, and times. Therefore, when doing research on any issue of nation, we must first seize the essence of the culture of this nation, for it is the starting point of the research. Otherwise, the researches which are regardless of the original factors will finally lead to the stagnation in the surface of the issue. It can only take a temporary solution, but doesn’t effect a permanent cure.Nowadays, as the problem about "agriculture, rural areas and peasantry" brought into the spotlight, and in the process of taking great efforts to develop the economy of the rural place, and enhance the material living standard of peasants, the rural culture is relatively backward in comparison with the city, thus becoming an original problem in restraining the peasants’ progress and development of rural areas. Therefore, building an advanced rural culture and continually satisfying the increasingly growing demand of spiritual culture is an important task in the way of establishing harmonious rural areas.The socialistic new rural culture is not only different from feudal culture, but also different from the modern and western culture. The means of its construction is not.simply to inherit or copy, but to create, or develop the good and discard the bad and to innovate. We must view from the regional distinctions of the rural areas, combine the spirit of current time and analyze the contradiction and the conflict that presently influence the various cultures of rural areas, keep with the direction that rural culture serve the construction of rural areas, follow the way of culture reconstruction. Culture reconstruction is to reorganize and reform the negative factors in rural culture, to protect and promote the positive ones, and to rebuild a modern new rural culture that is consistent with the improvement of peasants" qualities, and the progress and development of rural areas, to provide the establishment of the harmonious society with a mental power and intellectual support.The thesis consists of six parts:1 .Prologue: In this part, the author briefly observes domestic and recent researches concerned with the subject of rural cultural reconstruction, presents the background and meaning of this thesis, and the questions that this thesis tries to answer and the aims to achieve.2. The value parameter of rural cultural reconstruction: This part analyze the long-term systematical and strategic significance of current rural culture reconstruction and its chance and potential in the perspective of external conditions and the basic conditions of rural culture.3. The historical origins and realistic crisis of rural culture:Briefly explain the development of the modern rural culture and analyze its causes and put forward the current crisis from the level of spiritual culture, institutional culture and material culture.4. Some strategies of rural culture reconstruction: based on the above-mentioned researches, to propose some strategies of rural culture reconstruction in the perspective of government actions, market behavior and Coordination of urban and rural development.5. Meditation "1234" on the solutions of rural culture reconstruction: Based on the above-mentioned researches and analysis, to orient the rural culture of our country and the four principles to be followed and the three relations to be coordinated, and to put forward the whole idea.6. Some suggestions: propose six bottlenecks to be break through in the way of rural culture reconstruction in our country.更多还原
