政府竞争力在区域经济发展中的影响

【摘要】 运用政府竞争力理论来分析中国地方政府竞争力对中国区域经济发展的影响，是本文的一种尝试。本文从政府竞争力的起源、政府竞争现象出发，系统研究了中国地方政府竞争力的概念、特点、影响因素、表现形式以及评价指标，试图建立有关政府竞争能力的一整套理论体系。通过政府竞争力的理论框架，着重研究了政府竞争力差异与区域经济发展差异的关系，分析了政府竞争力对区域经济发展的影响，并运用实证分析，在研究范围内选取宝鸡和咸阳两个地级市进行指标体系的比较分析，指出：地方政府竞争能力的高低与地方经济发展程度正相关；地方为经济增长而激烈竞争的局面，是中国地区经济增长的鲜明特色，地方政府竞争力强弱也是中国地区之间增长差异(地区差距)产生和变动的内在因素。通过本文理论和实证分析表明：地方政府竞争能力影响区域资本形成、人力资本积累和土地竞争，影响区域内各种类型企业的演变以及各种补贴和优惠手段的运用，从而影响区域经济增长。在此基础上，结合中国区域经济协调发展的内在要求，提出规范地方政府职能，提升政府人员管理能力、服务能力，转变政府行为方式，建立学习型、责任型、引导型、效率型、廉洁型政府，切实提升政府在区域经济发展中的竞争能力。更多还原

【Abstract】 It is one kind of trial of the paper wielding the government competitive power theory to come to analyze the impact of Chinese local government competitive power over Chinese area economic growth. The paper has started from the origin of government competitive power and the phenomenon of government competition, then to study the concept s concept, characteristic, influencing factor, manifestation form and index. We try to build theory system about government competitive power .By theoretical frame about government competitive power, emphasize the impact of competition over regional economies and the relation between the difference of government competitive power and difference of regional economic. Then the paper chooses Bao Ji City and Xian Yang City inner studying range to analyze index system comparatively wielding demonstration analyses, and points out: Local government competitive power is being related to local economic growth degree; The phenomenon about local places competition is the distinct characteristic that Chinese regional economies increases; That local government competitive power is strong or weak is also the internal factor coming into being and changing difference between Chinese area (area gap).The paper indicates by theory and demonstration analysis: The Local government competitive power affect area capital form, human capital accumulation and land competition, and affect various types of enterprises developing in area and applying of various allowance and preferential means. It affects area economic growth thereby.
