【摘要】 高校的国有资产为我国教育事业的发展提供了强有力的物质保障。高校国有资产管理，从宏观上讲，是合理有效地使用国家资源配置，为国家教育事业服务；从微观上讲，就是对高校国有资产的科学运营与合理使用。加强高校国有资产管理的目的就是要合理有效地配置校内资源，促进学校资产结构、布局的优化，保障资产的安全和完整，防止资产流失、闲置和重复购置，实现资源共享，保证资产的保值增值，发挥资产的最大效益。本论文围绕我国高校国有资产基本现状，以高校固定资产为研究对象，从管理学理论的视角，采用定性分析与实际数据分析相结合的研究方法，通过分析与比较，从总体上研究了高校国有资产管理与高校可持续发展的关系。本论文共分六章，第一章导言主要交待本论文的研究背景、选题的目的、意义、国内外研究文献综述、研究目标、研究方法与数据来源、技术路线和拟解决的关键问题、可能的创新与存在的不足。第二章研究了高校国有资产管理与高校可持续发展的关系。分析了高校国有资产的含义、特征、国有资产在高等教育中的地位和作用、高校固定资产的可持续性。第三章研究了国内外高校国有资产管理的比较分析。分析了我国高校国有资产管理体制、国外国有资产管理体制及对我国的借鉴。第四章研究了我国高校国有资产基本现状。分析了1999-2004年教育部直属高校固定资产情况(校舍、土地、教育事业经费收入、支出、教学科研仪器设备等)。对高校固定资产与课题研究发展关系进行了相关分析。第五章研究了高校资产管理中存在的主要问题及成因分析。第六章研究了实现高等学校固定资产可持续发展的措施。着重研究了构筑面向知识经济时代的高校资产管理体系、加强产权界定、加强制度建设、构建信息化管理系统，要求管理思想从封闭型向开放型转变、管理方法由传统型向现代型转变、管理手段从单独型向网络型转变。本论文针对目前高校国有资产管理工作中存在的问题、原因，提出一些有益的思路与对策，为高校国有资产管理工作者提供分析框架和操作指导，以启迪高校国有资产管理工作者的思考与探索。更多还原

【Abstract】 The state assets in higher institutions of education provide strong material support to the development of education in China. Macroscopically speaking, it is to rationally and effectively utilize of the state resource distribution, and to serve the national education; microscopically speaking, it is the scientific operation and rational utilization of them. The management of the state assets in higher institutions of education is to distribute them rationally and effectively, to promote the optimization of the assets structure, to guarantee their safety and integrity, to avoid the loss and repeated purchase, to realize the share of resources, to maintain and increase the value of the assets and to maximize the efficiency of the assets.The paper takes the fixed assets of higher institutions of education as the object of study. Based on the current situation, and through analysis and comparison, the paper studies the relationship between the management of the state assets in higher institutions of education and the sustainable development of higher institutions of education. To counter the existing problems, the paper puts forward useful thoughts and countermeasures. That is to establish a knowledge-economy-oriented management system, through strengthening the construction of the management system, improving the definition of property right and setting up information management system. The paper is to provide people involved in relevant jobs with an analysis framework and operational guide, and to inspire their thinking and probe.更多还原
