【摘要】 如何科学、有效、定量地评价铁路工程企业技术创新能力，对于企业科学认识自身在同行业中技术创新能力水平，采取适当的技术创新策略，提高自身的竞争优势，获取最佳的经济和社会效益具有重要的现实意义。本文研究主旨在于对铁路程企业技术创新能力进行分析，探讨对其进行评价的方法，并在实证的基础上提出铁路工程企业提高技术创新能力的对策。本文首先简要介绍了技术创新能力的概念和构成要素、方式、作用，对铁路工程企业技术创新的现状和未来发展趋势进行了分析。其次，根据铁路工程企业实际情况和行业特点，并依据一定的原则，建立了我国铁路工程企业技术创新能力评价指标体系。最后，在调查一定数量铁路工程企业的基础上，运用模糊综合评价模型和弱势指标倍数分析法对铁路工程企业技术创新能力进行了分析和评价，并提出相应的对策和建议。本论文在汲取相关研究理论的基础上，主要进行了如下几方面的创新：根据铁路工程企业的实际情况和行业特点，舍弃了对产品创新和创新营销能力考核的指标，因为对于绝大多数铁路工程企业来说是不存在产品创新，同时，铁路工程企业进行创新一般是对自身在施工中的施工技术难题的解决，一般不存在专利出售或技术转让的问题，故在大多数情况下无须考核其营销能力；根据建筑行业工程技术的发展趋势，增加了对技术创新社会效应和创新技术绿色水平考核的指标；在对铁路工程企业技术创新能力进行总体评价的同时，对企业技术创新能力的弱势因素进行了具体分析，以便于企业在制定创新策略时更具有针对性。更多还原

【Abstract】 It is realistically significant for a railway project enterprise to evaluate its TI capacity scientifically, effectively and quantitatively. Only in this way can an enterprise scientifically realize its TI capacity in its competition with its counterpart, employ appropriate innovation strategy, make full use of its advantages and achieve the best economic and social benefits. The present paper makes an analysis of the railway enterprise’s TI capacity and tries to find a way to synthesize it, and then in this foundation propose the countermeasures of sharpening the technical innovation ability of the railroad project enterprise.Firstly, the present paper makes an analysis of the railroad project enterprise present situation, and briefly introduces the concept and the integrant part of TI ability and the technical innovation function,Secondly, the present paper constructs the fuzzy synthesis appraisal method of the technology innovation ability, and then establishes appraisal target system of technology innovation ability for railroad project enterprise,Finally, this article has carried on the analysis and the appraisal to the railroad project enterprise’s technical innovation ability with the appraisal model, and proposed the corresponding countermeasure and the suggestion in the meantime.Having done a thorough literature review, the author of the present thesis makes such contributions as follows: According to the railroad project enterprise’s actual situation, he constructs the corresponding appraisal target system ; According to the building profession technology future development tendency, he joins to the technical innovation social efficiency and the construction green level inspection; While carrying on the overall appraisal to the enterprise technology innovation ability, he carries on the analysis to enterprise’s weak factor in order for enterprise in formulation innovation strategy time has proofs.更多还原
