【摘要】 近年来，随着市场经济的不断深入，我国运输服务业正面临着前所未有的激烈竞争，目前世界各国，正朝着现代化综合运输体系新目标的方向发展。现代社会中，运输业内部各种运输方式之间的密切关系越来越显著。各种运输方式在各自发展的基础上，更需要加强彼此的联系、协调与优化，形成一个有机的综合运输网络体系，最大限度地发挥运输效率。尤其是同为陆上交通的公路运输和铁路运输，作为我国当前陆上最为主要的运输方式，经历了长期的发展，为我国国民经济发展，人民生活水平的提高起到了不可或缺的作用。因此，如何持续可发展的规划建设发展公路运输和铁路运输，使得两种交通运输方式在我国社会主义现代化建设高速发展的今天，如何能够充分发挥出它们应有的功能和效应，充分发挥各自在现代物流中的作用，是当前我国陆上运输服务业的工作重点。本文介绍当前我国两种陆上交通运输方式在现代物流中的发展状况以及相关两者协调性的研究成果；引入现代物流的理论，对现代物流的概念进行阐述，强调交通运输系统与现代物流之间的重要关系；引入产业经济学中的相关理论对铁路运输系统与公路运输系统进行比较分析，提出了两者发展现代物流各自的优势和劣势；通过分析比较，重点论述了两者的协调性问题，结合DEA理论，建立了问题的数学模型，利用大量的统计数据，用LINGGO编制线性规划求解程序，对模型进行求解，并且通过对结果的分析；得出铁路运输与公路运输在现代物流中的发展战略：铁路运输应该着重从提高运输能力、货运站向物流中心转化、加快铁路信息化建设、铁路货场内公铁衔接部的安全管理几个方面进行发展；公路运输应该着重从整合运输能力、发展区域物流中心、建设信息系统、加强安全管理四个方面进行发展。为我国两种陆上交通运输方式今后进一步协调发展提出了一些参考建议。更多还原

【Abstract】 These years, along with deep developing market economic, Chinese transportation service is facing with fury competition. At present, all country are developing modern integration transportation system. In the modern society, transportation of each transportation mode is more and more osculation. Depending on the development of each transportation mode themselves, they need to strengthen relation, coordination and optimization together, then, they could become the integration transportation system, and exerts its transportation max efficiency.Especially, railway transportation and highway transportation, they are land transportation the same, and they are the most important transportation mode of land transportation system. By the long period development, they do good to our economic development and Chinese standard of living. So, at present, it is stress work of our land transportation service which is how to plan and development sustainable railway transportation and highway transportation, how to exert its function and effect in modern logistics sufficiently.This paper present the development situation of these two land transportation mode in modern logistics and study of coordination; author introduce theory of modern logistics, expatiate the concept of logistics, emphasize the important relationship of transportation system and modern logistics, and analyze railway transportation and highway transportation by introducing industry economics theory, bring forward the advantage and inferior position of them ;By analysis, This paper, by using method of Data Envelopment Analysis, study harmony problem of rail transportation and highway transportation in modern logistics environment, using data of Chinese rail transportation and highway transportation in 1990-2004 as index of output and input, using DEA mode and LINGGO to solve harmony problem; By analysis of results, author educe development tactic of railway transportation and highway transportation: Railway transportation should advance transportation ability, transformation of freight station to logistics centre, construction of railway information, and safety management of joint in railway station; Highway transportation should conform transportation ability ,developing area logistics centre, building information system and strengthen safety management.
