【摘要】 农村剩余劳动力转移，是社会经济发展的客观规律，是我国国民经济发展中的一个全局性问题，是我国工业化进程中的跨世纪难题，是关系到农业乃至整个国民经济发展的重大战略问题。自改革开放以来就突出地表现出来，直接影响到我国的经济发展和社会稳定。党的十六大确定了全面建设小康社会的宏伟目标，明确提出“农村富余劳动力向非农产业和城镇转移，是工业化和现代化的必然趋势”。甘肃省作为农村人口占70％以上经济欠发达的农业省份，农村劳动力转移问题更为突出，农民要求走出去，摆脱贫困的愿望更为迫切，各级政府做好劳动力转移的任务更为艰巨。在社会主义市场经济条件下，如何适应市场经济要求，进一步合理、有序地转移农村劳动力，变劳动力资源优势为经济优势，是关系到甘肃省全面建设小康社会的现实问题。本文从国内外相关理论文献的研究入手，结合相关统计资料，通过对相关概念的辨析和甘肃省农村剩余劳动力数量的预测，针对目前甘肃省农村剩余劳动力转移的现状、特征、影响和制约因素，以及未来转移面临的新形势，提出了相应的对策建议，力求为解决甘肃省农村剩余劳动力转移问题提供一些可供参考的思略和方法。更多还原

【Abstract】 The problem of the transfer of rural surplus labor is the objective law of socio-economic development, also is an overall and difficult problem in our national economic development and the process of industrialization, and is related to significant strategic issue of agricultural and even the entire national economy. This problem has taken on outstandingly since reform and opening up which directly affected the economic development and social stability of our country. The 16th National Congress of the CPC has determined the grand goal of building a well-off society comprehensively and explicitly proposed that the transfer of rural surplus labor to the non-agricultural industries and towns is an inevitable trend of industrialization and modernization.Gansu province, as the rural population accounts for more than seventy percent of the economically underdeveloped agricultural provinces, the problem of the transfer of rural surplus labor seems more prominent. And the farmers have an urgent desire of going out and shaking off poverty. Governments at all levels are faced with tremendous task of transferring the rural surplus labor. Under the conditions of the socialist market economy, how to adapt to the demands of the market economy, transfer the rural surplus labor further reasonably and orderly, and change the labor force resources superiority for the economical superiority, are related to the realistic issues of building a well-off society comprehensively of Gansu province.Based on the domestic and foreign relevant academic literatures and statistical data, through analyzing related concepts and forecasting the number of surplus rural labor in Gansu Province, in view of the current status, features, influence and limited factors, as well as the future new situation of the transfer of rural surplus labor in Gansu Province, this article puts forward the corresponding countermeasures and proposals for solving the problem.更多还原
