【副题名】以安陆市孛畈镇为例

【摘要】 土地资源是无法替代的重要的自然环境资源，它既是环境的组分，又是其他自然环境资源和社会经济资源的载体，是社会经济发展的基础。从系统论观点看，土地的本质是土地生态系统和土地经济系统在时空上混合而成的生态经济系统，它也是实现可持续发展战略的重要物质基础。因此，必须做到土地资源的可持续利用。目前我国土地利用正面临人口增长和经济建设的双重压力，开展土地整理是协调人地关系的一个重要途径。目前，人们在土地整理对土地资源可持续利用的影响方面的研究较少，还未形成系统的理论。因此，开展土地整理对土地资源可持续利用影响的综合评价，对于丰富土地整理理论，规范和指导土地整理的实践活动具有重要意义。本文从分析农村土地开发整理的理论和方法入手，讨论土地资源可持续利用的内涵，提出土地可持续利用的指标和评价体系；结合湖北省安陆市孛畈镇土地整理项目，通过对项目实施后带来的经济效益、生态效益、社会效益等多方面分析，探讨农村土地整理与实现土地资源可持续利用之间的关系。全文共包括五个部分：第一部分：绪论。介绍了本文的选题背景，阐述了土地整理与土地资源可持续利用的研究目的，揭示了本文的研究意义。回顾了国内外的研究进展，并简要介绍了本文的研究目的、研究内容和研究方法等。第二部分：土地整理及土地资源可持续利用的基本理论。综述了土地整理与土地资源可持续利用的相关基本理论，阐述开展本文研究的理论基础。介绍了土地整理的内涵，并将传统的含义与现代土地整理相对比，揭示土地整理的本质，继而讲述了土地可持续利用评价的几种标准和模型，为本文的研究打下理论基础。第三部分：构建土地资源可持续利用评价指标。从指标构建的原则和方法入手，介绍了指标选取的方法，分析国内外对土地可持续利用不同的评价指标，并归纳总结，从而构建出适合土地资源可持续利用评价的指标体系，并与其他的指标进行对比、讨论。第四部分：实证研究。结合湖北省安陆市孛畈镇土地整理项目，分析项目区土地利用的现状，制定土地整理规划设计方案，结合上述指标体系对其进行多方面的评价，分析土地整理对该区域土地资源的可持续利用的影响作用，从而也说明了该评价体系的正确性和可行性。第五部分：结论。总结全文，指出本文研究所得出的主要结论以及存在的不足之处，并对以后研究方向提出了建议。更多还原

【Abstract】 Land resource is an important and indispensable natural resource. It is not only the component of the environment, but also the carrier of the other natural environment resources and the social economy, as well as the foundation of social economic development. From the viewpoint of system theory, land is the ecological and economical system, combining ecosystem and land economic system. Land is also the important material base of sustainable development. Therefore, land must be used sustainably.At present, the land use in our country is under the pressures of the increasing population and the rapid economic growth. Land consolidation is an important way to coordinate the relationship between man and land. However, little research has been done and no theory on this has formed.At the beginning of the paper, we introduced the theory of land consolidation, discussed the connotation of sustainable land use, made an index and assessment system for land sustainable use, and then we applied it to the project of Bofan Town. We researched the economical benefit, ecological environment benefit, social benefit and so on. Furthermore, we discussed the relationship between land consolidation and the sustainable land use.This paper includes five parts.The First part: Introduction. We discussed the background of this article, expounded the purpose and significance of the study, reviewed the research progresses in home and abroad, and introduced the target, content and the research method of this paper.The Second part: The theory of land consolidation and sustainable land use. First we summarized the theory foundation, introduced the connotation of land arrangements, contrasted the traditional meaning and the modern meaning, then we pointed out the essence of the land arrangements, and introduced several standards and the model of the land sustainable use, all of these built the rationale for this article research.The Third part: Build the assessment target for sustainable land use. First we introduced the method and several assessment targets system in home and abroad, then we constructed the target system to suit the land consolidation, and contrasted with other targets.The Fourth part: The demonstration. This part was based on the land consolidation project of Bofan town, first we analyzed the present land utilization situation, made the design proposal for the project area, analyzed the effect that the land consolidation does to the sustainable land use, and this also confirmed that this appraisal system was accurate and feasible.The Fifth part: The conclusion. We summarized the full text, pointed out the main conclusion of this article, the deficiency, and put forward the proposal to the later study direction.更多还原
