我国政府绩效管理系统中民间评估主体的构建

【摘要】 政府绩效管理已经成为当代公共行政中一个重要的管理方式和工具，公民参与到政府绩效管理中来，建立政府与公民的持久互动关系无疑是衡量政府绩效比较公正客观的一种方法。因此实践中应该合理界定公民在政府绩效中的角色并建立一个良好的系统机制，推动公民参与政府绩效管理。为保证政府绩效评估客观有效性，必须发挥政府内部评估与外部评估的双重作用，重视外部评估主体即社会公众作为政府绩效评估主体有其特殊的必要性与合理性。本文通过比较分析我国公众评估主体参与政府绩效评估的优势劣势，明确公众主体的角色定位，发现并解决目前公众作为政府部门绩效评估主体的流程中存在的问题，致力于发挥公众主体在政府绩效系统中的积极作用。本文结合实践，运用行政学、政治学、社会学、管理学等学科的基本知识，采用规范分析与实证分析相结合的方法，对公民参与政府绩效管理的基本理论、我国公民参与政府绩效管理的现状和存在的问题进行了全面和系统的分析，从而对我国公民参与政府绩效管理的机制建设提出了建设性的设计。全文共分六部分：第一部分：我国政府绩效管理系统中民间评估主体概况，包括政府绩效民间评估主体综述，民间评估主体在政府绩效管理系统中的战略地位分析。第二部分：民间评估主体与其他绩效评估主体的优势劣势比较分析及理想角色定位。第三部分：民间评估主体参与政府绩效管理的理论基础与手段，包括民间评估主体参与政府绩效管理的价值理念基础与民间评估主体进行政府绩效管理的手段类型选择。第四部分：民间评估主体参与政府绩效管理环境的动力学分析。第五部分：从理念，制度建设，完善民间组织建设三方面探索培育民间评估主体的路径选择第六部分：总结民间主体参与绩效评估的理念导入与实践探索的发展阶段。从强调主观评价向着更加注重客观指标与主观指标整合的演变过程。更多还原

【Abstract】 Government performance management has become an important management manner and tool. Citizens participation in government performance management is the most effective manner to develop a fair and impersonal method to measure government performance. In order to build a long intercommunion between government and citizens, we need to build a good system mechanism that can minimize risks and ensure the development of democratic administration in order. Evaluation of government performance is one core part of public administration. The citizens participate actively in evaluation of government performance and play a more initiative and active role in the course of evaluation. Citizen participation in evaluation of government performance does efficiently help to fulfill commonality and validity of evaluation of government performance.In practice, we could adopts the method which combines normative analysis and empirical analysis, generally and systemically analyses the basic theory of citizens participation in government performance management, the actuality and problems of citizens participation in government performance management in our country, brings forward a general future design for our citizens participation in government performance management .The thesis comprises six parts.更多还原
