【摘要】 国家安全体现国家主权的独立性和完整性,国家安全工作是维护国家安全的重要保障,涉及到许多方面的内容,其中涉外建审工作构成国家安全工作的一项专门业务。随着全球政治经济一体化进程的推进以及国际国内形势复杂化,涉外建审在国家安全工作中的重要性日益加强。一方面跨国范围的交流与接触不断加强,影响和危害国家安全的途径增多,以文化和经济渗透为主的破坏活动日益成为国家安全工作的重点防范内容,涉外建审工作在这方面承担着重要使命;另一方面国际形势总体上处于一种长期稳定的状态,国家内部也以社会和经济发展为主要指向,国家安全工作的政治色彩逐渐消退,国家安全问题退出公众的视域范围,随着改革开放进一步推行,公众的防范心理不断弱化,全民国家安全意识有待提高。因此,本文认为涉外建审工作作为国家对外交流的平台,同时也作为国家安全工作的重要组成部分,应对新形势需要做出适时的调整。首先,推进涉外建审的法律规范工作,制定符合国家利益、适应国际国内的形势变化的法规体系;同时,通过多种渠道进行全民的国家安全教育,激发社会成员的国家安全意识,为涉外建审工作营造一个良好的执行环境。为此,本文共分六个部分加以论述:第一部分为引言,重点陈述了选题的意义、研究现状等问题。第二部分对涉外建审工作进行简单的概括,交代了其主要内容并从国家安全的角度对其重要性进行论述。第三部分包括我国涉外建审工作的现状及存在问题,并对问题产生的原因进行分析。第四部分提出具体的改进对策。第五部分为个案分析,结合吉林省的涉外建审工作的实际情况,将上述理论用于指导实践。第六部分为结论部分,阐明了本文的主要观点。更多还原

【Abstract】 The national security manifests the independence and the integrity of the national sovereignty,the national security work is an important safeguard of the national security,it is involves many aspects contents, the foreign affairs construction approve work a special one of the national security work. Along with the global politic economic integration advancement as well as the international and internal situation complication,the importance of the foreign affairs construction approve work strengthens day by day in the national security work.On the one hand the transnational exchange and contact unceasingly strengthens,the influence and the harm national security way increases,with the head of culture and the economical pervasion sabotage becomes the national security work’s key guard content day by day,the foreign affairs construction approve work to undertake the important mission in this aspect; on the other hand in the international situation overall is at one kind of long-term stable condition, the national interior also take the society and the economical development as the main direction,the national security work political factor gradually abates,the national security question is fade of public’s sight scope.Further carries out along with the reform and open to the world policy,public’s guard psychology unceasingly attenuates,state of all the people safe consciousness waits for the enhancement.Therefore,this article thought the foreign affairs constructs approve work is a platform to the national foreign exchange,simultaneously also takes important part of the national security work,should need to make the right moment adjustment to the new situation.Therefore,this topic from six parts to elaborate:The first part is an introduction, state the question with emphasis on significance、research present situation and so on on the topic. Under the economical globalization and the world politics multiplication pattern,the international situation is complex and changeable,transnational economical contact is frequent day by day,contact form gradual normalization and diversification,many harms national security sabotage take this as a shield,it has the greatly hiding,that increase the foreign affairs constructs approve work’s difficulty. Meanwhile along with our country legal system advancement and open to the foreign countries degree thorough,the foreign affairs construction approve work require unceasingly to make the adjustment to adapt the new situation’s request. But at present the research results in internal and overseas’foreign affairs construction approve is few in number,this article selects the foreign affairs construction approve to discuss the function of the state agency security,the angle has very strongly point. The author hope through this topic research,enhances the society to the foreign affairs construction approve work understanding degree , on the one hand enhancement the society to the foreign affairs constructs approve work understanding degree; on the other hand also does offers a few ordinary introductory remarks so that others may offer their valuable ideas,stimulation society and researcher’s research interest to this topic.The second part is the summary to the foreign affairs construction approve work.
