【摘要】 农民工是我国现阶段在农村劳动力向城镇转移的过程中出现的一个庞大的特殊群体，随着我国城镇化、工业化、市场化的加速发展，这一群体成为推动我国经济发展、优化人力资源配置和促进社会结构变革的巨大力量。但从当前农民工社会保障的现状来看，农民工的社会保障水平很低且各地的认识和做法差异大，已参保的农民工因流动而中断社保的现象很普遍。因此，重视和关注农民工的社会保障问题，认真解决好农民工社会保障问题既有现实意义又具有战略意义。本文第一章主要阐述了研究农民工社会保障问题的背景、目的、意义和方法。第二章概述了社会保障的基本模式和理论及我国的社会保障体系，强调社会保障是一国的“稳定器”和“安全网”。第三章通过对农民工群体结构、基本生活、就业状况和社会保障现状的分析，论述了建立农民工社会保障的紧迫性和现实性。第四章主要阐述了建立农民工社会保障的理论依据和现行政策上的筹异性。明确了学术界对建立农民工社会保障的分歧点，并澄清了对其理解的误区。第五章重点从法律层面、制度层面、经济层面、农民工自身层面、认识层面、费用层面、社会层面等七个方面论述了建立农民工社会保障存在的问题和障碍因素。第六章结合对现有社会保障制度、现有农民工特点及农民工社会保障的现状，在符合中央精神的前提下，提出通过“劳动合同”将农民工分为两类，即稳定就业的农民工和不稳定就业的农民工，并据此设计出适合两种不同农民工的社会保障方案。文中还从制度层面和操作层面对方案的可行性进行了分析。更多还原

【Abstract】 The Peasant—Worker is a huge and special community which appears in the process that Chinese rural labors’ transferring towards the town. With the accelerated development of town, industrialize and market, this group body turn into the strong force in promoting Chinese economic development, optimizing human resources collocation, and advancing social structure transformation. However, seen from the current condition of the Social Security problem of the Peasant—Workers, the level of the Social Security is very low and the regional difference is serious. The phenomenon of halting social security because of peasant-workers’ flowing is very common. Therefore, it is significant to recognize and focus on the Social Security problem of the Peasant—Worker and also solve the problem seriously.Chapter 1 of this thesis mostly expatiates on the background, intention, significance and method in the Research on the Social Security problem of the Peasant—Worker. In Chapter 2 the author summarizes the basic mode and theory of social security and also introduces the system of it, emphasizing social security as the balancer and safety net of a country. In Chapter 3 the author discusses the urgency and feasibility of building the social security of peasant-workers’ by analyzing the community structure, basic live, employment condition and the current status of social security. Chapter 4 expatiates on the difference between theoretical foundation and current policy. The author points out the divergences in academic sphere and makes the misunderstanding clear. In Chapter 5 the author expounds on the problem and obstacles in building social security from the level of law, system, economy, peasant-workers themselves, understanding, expense and society. In Chapter 6 the author designs a scheme of designing out the social security program suiting two different kinds of peasant-workers’ traits, which divides peasant-workers into two parts ,namely stable obtaining employment and instable obtaining employment, by "labor contract" according to the current system of social security, peasant-workers’ traits and the current status of peasant-workers’ social security.
