【摘要】 随着科技进步和社会生产力的提高，社会经济的迅速发展，人类在创造了前所未有的物质财富的同时，也带来了资源枯竭、环境严重污染和生态失衡等生态环境危机。因此，国内外众多学者致力于可持续发展的研究，以使人类社会既能得到经济上的发展，又能节约资源和保护环境。循环经济作为可持续发展实践中的一个重要趋势，在可持续发展的实现过程中起着重要的作用。国内外学者乃至社会各界从不同角度对循环经济的概念、理论及相关实践问题进行了讨论和研究。但是，有关循环经济系统的集成以及评价等问题的研究目前还是空白。有鉴于此，本文对循环经济系统集成运行模式、评价及其预警等问题进行了较为系统、深入的研究。首先，阐述了循环经济的涵义、原则及理论基础，对循环经济发展的层次体系、能力要素和发展战略进行了分析；其次阐述了循环经济系统的概念和特征，建立了循环经济系统的概念模型，并对循环经济系统的结构、功能、发展性、持续性、协调性进行了较为全面的分析和研究；第三，本文提出了构建循环经济系统评价指标体系的原则，建立了循环经济系统评价指标的层次结构模型，并应用基于系统生命周期的模糊层次分析法对循环经济系统进行了可持续发展满意度的评价，同时给出评价方法的模拟计算实例；最后，在上述工作的基础上，本文提出了循环经济预警系统的涵义、构成、预警衡量与评价及其组织体系，并分析了当前我国发展循环经济面临的主要问题，提出了推动我国循环经济发展的主要对策。更多还原

【Abstract】 With the development of science and technology and the promotion of the productivity, we are now faced the crisis of ecological environment such as resource exhaustion, environment pollution and ecological imbalance although we had made such a prosperous achievement and physical fortune that we had never made before. Hence scholars home and abroad are focused on the research of sustainable development in order to ensure that human not only develops the economy, but also protect environment and save resource. It is Circular Economy that plays a key role during the implementation of the sustainable development and acts as an important trend of the practice of sustainable development. Scholars and professionals researches and discusses the theory, concept and other correlative practice and topics from different views. But there is little discussion and research on the evaluation and integration of Circular Economy System.In this dissertation, the integration pattern, evaluation model and alert warning system of the Circular Economy System are researched systematically and deeply. Firstly) the meaning, principle and fundamental of Circular Economy are narrated, the hierarchy, capability factors and development strategy of Circular Economy development are analyzed. Secondly the concept, characteristic of Circular Economy System and its conceptual model are presented and the structure, function, development, sustainability and coordinating of the Circular Economy System are analyzed systematically. Thirdly the principle of index hierarchy of the Circular Economy System evaluation is presented, the satisfaction index of the evaluation on Circular Economy System is setup based on the system lifecycle with the fuzzy AHP method, also in this part an example of the simulative calculation is presented. Then, based on the work above mentioned, the meaning, composing, warning evaluation of Circular Economy’s warning system are presented. At last, the problem and the countermeasure on how to promote the development of Circular Economy are analyzed and presented.更多还原
