四川旅游项目循环经济模式研究

【摘要】 改革开放以来，四川旅游业得到了快速的发展，其丰富多彩的旅游资源为旅游项目的发展提供了广阔的空间，但是伴随着旅游业的快速发展，环境污染、生物圈破坏、资源过度消耗等问题也日益严重，对旅游资源的可持续发展造成了严重威胁。旅游业发展的核心是旅游项目，在旅游项目的开发建设与消费过程中，由于过分的追求经济利润，盲目立项，对废弃物处理不当等，使旅游资源遭到严重破坏，甚至造成一些贵重的旅游资源永远的消失，导致生态环境恶化使整个生态系统失衡。因此，如何促进旅游项目科学合理的开发建设，实现旅游资源的可持续发展，具有非常重要的意义。旅游资源是一种稀缺资源，而循环经济，不仅把资源稀缺性作为其理论前提，而且把资源节约利用、循环利用、高效利用和综合利用作为解决稀缺性问题的主要手段，是实现旅游资源可持续发展的最佳途径。因此，旅游项目应按照循环经济理论对旅游资源进行开发建设，实现旅游资源的可持续发展。目前，由于循环经济在我国起步较晚，循环经济的旅游研究在我国尚属初步阶段，在项目开发建设中，关于生态旅游的研究比较多，用循环经济理论作指导的研究较少，在该领域深入研究的空间很大。论文借鉴了大量的国内外资料，从旅游项目与循环经济紧密结合的视角进行研究，有针对性的分析四川旅游项目中存在的问题，揭示出旅游项目与循环经济之间的必然联系，走循环经济之路的必然选择。将循环经济的“3R”原则应用于旅游项目的规划、设计、建设、运行和管理中，同时将环境承载力评价作为旅游项目审批的重要依据，对从源头上保护稀缺的生态资源有较强的指导意义，论文详细地研究了项目各阶段、各环节的循环经济利用模式、利用方法，用循环经济理论指导旅游项目开发实践，丰富和发展了该理论的内涵。论文通过对目前四川省旅游业、旅游资源的总体状况分析调查，进行四川省旅游项目存在的有悖于循环经济理念的相关问题分析，按照旅游项目的特征，构建了四川旅游项目循环经济模式。论文重点论述了如何遵循循环经济的理念，解决四川旅游项目发展中存在的问题，实现四川旅游业的可持续发展。首先制定四川旅游项目循环经济模式应遵循的六项原则，并以此为指导，提出旅游项目的可行性分析方法，指出应用构建旅游环境指标体系、计算旅游项目环境承载力的方法，对旅游项目是否符合循环经济理念、是否能引进该项目及项目方案的比较选优进行了评价。然后通过对旅游项目进行因地制宜、项目环境、旅游项目的3R设计，提出旅游项目的规划设计思路。按照循环经济理念的要求，建立了旅游项目的清洁生产模式，并与“绿色饭店”相结合，具体阐述了清洁生产模式的运行，同时构建了旅游项目的废弃物循环利用模式，为项目产生废弃物如何处理提供了参考。最后提出了实现、发展四川旅游项目循环经济模式的制度保障，通过建立相关的规章制度，税收优惠激励等机制，及加强项目的审批力度、加大宣传力度等措施促进旅游项目循环经济模式的发展。更多还原

【Abstract】 Since the reformation and the opening to the outside world, the tour industry of Sichuan has made fast development. The rich and colorful tour resource provides the wide room for the tour project of Sichuan. But, with the fast development of tour industry, problems such as environment pollution, ecosphere demolish, resource excess consumption and so on have been more and more serious too. These problems have been the serious threaten to the continuance development of tour resource. Tour project is the core of the tour industry’s development. While in the process of tour project building, exploitation and consumption, going in for economy project excessively, establishing project blindly, dealing with trash improperly and so on have brought some problems such as zoology system unbalance, environment quality deterioration. Therefore, it’s very important to realize the sustaining development of tour resource, about how to accelerate rational exploitation and construct of tour project.Tour resource is limited. While ,circle economy ,not only which hold resource rare as the theory premise, but also which hold saving resource、circle using、high effect using and integrate using as the major means for resolving the rare problem, which is the best of all route for realizing the persistence development of tour resource. Therefore, the development of the tour project should accord with the requirement of cycle economic idea to explode and construct. The tour research of cycle economic is in the first step, in the tour projects, there are more researches on zoology tour, but there are few researches using cycle economic theory as theory direction. The space is large in the field.The paper use for reference abundant inside and outside data, it study from combine the circle economy with tour project compactly. Analyze pertinence the problem of Sichuan tour project, reveal the necessary contacts of tour project with circulation economy, the necessary choice of the tour project walking along circulation economy. The paper applys 3R principle of circulation economy to layout, design, construct, circulate and manage of tour project. At the same time, use the environment bear the weight of force as the important gist, have the stronger guidance meaning to protect the zoology resource from headstream. The paper amply research each moment of tour project and each tache of circulation economy using mode and using method. With the cycle economy theory as instruction to exploit tour project, the connotation of the theory can be enriched and developed.The paper set forth correlation problem going against circulation economy idea exiting in Sichuan Province tour project through analyzed the whole status of Sichuan Province tourism, tourism resource, specifically for exiting problem in tour project. According to the character of tour project, this paper structured Sichuan Province tour project circulation economic model. The keystone in the paper is that discussed how to abide by circulation economy’s idea, and resolved the problem exiting in Sichuan Province tour project development, and realized Sichuan Province tourism continuance development. First, through brought forward six principles abided by Sichuan Province tour project circulation economy model, and brought forward the tour project feasibility analysis method guided on them, including that the tour project environment bears calculation and tour project optimum scheme choice method etc, appraised whether tour project accord with circulation economy idea and fetch in the project and the project compare or choice optimum. Then the paper structured the concrete way of tour project design, including adjust measures to local conditions, tour project surroundings, tour project 3R design. According to circle economy theory require, the paper suggested that tour project clean production mode, combining with "green restaurant", expounding the circulate of clean production mode .And setting up castoff circulation utilizing pattern, which provide consult for how to deal castoff of tour project. Final, the paper brought forward the guarantee mechanism of realizing and developing Sichuan tour project circulation economic model, including establish related bylaw, revenue prompting,reinforcing the examine and approve power ,and increase the flack power etc mechanism, whichto boost tour project circulation economy mode development.更多还原
