【摘要】 随着世界经济一体化和国内经济体制改革的进一步发展，我国工程造价咨询业已经踏上了改革之路，行业管理体制、工程造价咨询企业及执业人员都开始发生显著的变化。2007年是我国加入WTO后的第6年，面临着空前的机遇和挑战，我国工程造价咨询业准备尚不充分。本文从行业管理体制、咨询企业及执业人员三个方面全面分析行业发展的现状，提出了我国工程造价咨询业发展目前存在的问题。针对存在的问题，利用对比研究的方法，将方向转向国外发达国家和地区，总结了发达国家和地区工程造价咨询业在管理体制、咨询企业和执业人员管理上的共通点，为解决我国工程造价咨询业存在的问题提供了经验和启示。最后，借鉴发达国家和地区相关经验，结合我国行业存在的问题，对影响行业发展的相关方面，包括行业管理体制中政府管理层面、行业协会管理层面，工程造价咨询企业的经营形式、服务水平、业务承担及咨询取费等方面，执业人员执业资格管理、职业范围、素质培养及职业责任保险等方面提出了建议。图4幅，表12个，参考文献31篇。更多还原

【Abstract】 In company with the global economics unitization and domestic economy institutional reform development, in China, the Engineering Cost Consultation Industry (ECCI for short) is setting foot on reform. The industry management system, engineering cost consultation enterprises and practitioners begin to have significant changes.It is the sixth year since China joined WTO. Be faced with the unprecedented opportunity and challenge, the ECCI in China has not ready. In this paper, the author made a complete analysis on the actuality of industry management system, engineering cost consultation enterprises and practitioners. And then present the existent problems of them.Direct towards the problems, the author turned the study direction to the developed countries and regions. Use comparative study, the author summarized the applicable point of all developed countries and regions in industry management system, engineering cost consultation enterprises and practitioners, present some experiences and revelations to ECCI in China.In the end, the author borrowed ideas from developed countries and regions, eyes on and advise to the existent problems of ECCI in China. They are: industry management system aspect including government regulation and guild management; engineering cost consultation enterprises aspect including operation form, service level, operation implementation and consultation fee; practitioner aspect including profession qualification management, profession scope, diathesis growth and professional liability insurance.更多还原
