【摘要】 随着我国电力体制改革全面、深入地发展,电力后勤改革也在逐步深化。顺应改革潮流,结合山西电力实际,以物业管理的理念进行电力后勤体制改革,实现后勤服务的社会化、市场化、专业化,是我们山西电力后勤改革的根本出路。电力后勤社会化改革的重点,是建立一套将原有的后勤服务保障存量资源与现有的市场资源对接的模式和方法。我们要寻求一套可以使两种资源相互融合、相互促进的模式和方法。这就需要将市场资源引进我们的后勤服务领域,以内外两种资源为基础,建立现代物业管理企业,创建规模化、专业化的具有电力特色的现代物业管理公司(集团)。本文结合山西电力后勤的实际,以创建电力物业管理集团为改革目标,从集团管理模式、管理职能、组织设计、管理流程、绩效评价体系、激励机制、集团文化建设等方面对改革模式进行了探讨。这对我国其他省市的电力后勤改革方向也会有所帮助。更多还原

【Abstract】 With the electric power system reform in China, the logistic system reform in electricpower enterprises has deepened as well. The onlywayof our reform is to follow this trendand make the reality of Shanxi power industrialization and to realize socialization,marketization and specialization with modern estatemanagement approach.The core of the reform is to find a model and a way to unite the stock backup resourceswith market resources. We need to find a model to better unite and promote these tworesources. This requires us to introduce market resources to our logistic service, based onthese two resources both inside and outside, build modern estate management companiesand eventually modern estate management corporation with scale and specialty. Thisessay is taken into account the logistic reform of Shanxi power industry and to bediscussed how to build estate management corporation in electric power enterprises fromaspects like the management mode, management responsibility, management flow,performance evaluation and corporation culture etc. This essay will become a help forelectric power enterprises logistic reform in other provinces as well.更多还原
