【摘要】 电力备用是保证电力系统安全稳定运行的重要手段,将市场机制引入备用服务领域,特别是利用备用服务的定价机制对备用服务进行补偿,引导市场参与者积极提供备用服务,将能够更有效地提高系统运行的安全性和稳定性。本论文首先分析了电力备用服务商的备用成本,尤其是备用的机会成本进行分析,研究备用供给函数与供给曲线,然后对备用的价值进行评估,其价值体现在经济与社会两方面。经济价值可基于投入产出法得出,社会价值难以用市场价格或货币来衡量,本文将模糊综合评价方法引入到对电力备用服务的社会价值评价中,通过数据调研和调查,建立了对备用服务社会价值进行评价的指标体系,从居民生活、政治以及社会经济三个方面分析评价备用服务的社会价值。最后结合我国电力市场改革的特点,对目前电力备用服务的定价机制进行研究,提出了考虑备用成本、电力备用经济价值、电力备用社会价值和系统可靠性的基于激励机制的备用服务定价模型。更多还原

【Abstract】 Electric power reserve is an important instrument to ensure power system to operate safely and steadily, so it will improve the system security and stability if we introduce market mechanism to ancillary service, especially use the compensation mechanism and guide market participators to actively offer reserve service.First, this paper studies various reserve costs, especially the opportunity cost calculation formulas and the relationships with the energy cost. Then, evaluate the economic and social value of reserve. Based on the input-output chart and the analysis method, the paper proposes a new model to analyze the social value of reserve service, it deduces the formula of VOLL from the angle of the value or utility. The social benefit is hard to be measured with market price or currency. This article introduced fuzzy method into social benefit evaluation on reserve service. Through massive data investigation and study, we get the appraisal result of residents, political and economic provided an important reference for measure value of reserve service comprehensively and objectively.Finally, under the situation of the electricity market in China, the paper researches into the pricing model of the reserve service which based on the reserve cost, the reserve economical value, the reserve social value ,the power system reliability.更多还原
