马龙县环境规划及污染防治

【摘要】 人类的社会经济活动必须遵循经济规律及生态规律，实行环境与经济发展相协调的持续发展战略，以促进社会生产力的持续发展和资源的永续利用。环境规划的目的就在于调控自身的开发活动，规范自身的行为，减少污染，防止生态破坏，保护资源，协调人与自然的关系，从而保护人类生存和社会、经济持续发展所依赖的基础，实现环境与社会、经济协调发展。环境规划可以指导各项环境保护活动的进行，可以最小的投资获取最佳的环境效益，可以保障环境保护活动纳入国民经济和社会发展计划，能促进环境与经济、社会的持续发展。一般来说，环境规划包括对人类开发活动的要求和环境状况的规定。前者是指确定发展合理的生产规模、产业结构和布局，采取先进的生产工艺和技术，实行正确的产业政策和措施，提出必需的环境保护资金等；后者是指要确定环境质量目标和生态环境状况的要求。本环境规划就是在制定“十一五”规划的关键时期，为实现马龙县经济、社会与环境可持续发展而编制的。是在进行了较大工作量的现状调查后，对资料进行了筛选、分析、计算的基础上编制而成的。本文的创新点在于：在常规环境规划文本结构的基础上，大胆地加入了自己的规划思路和方法，比如生态环境规划方法。本论文首先介绍了有关环境规划的基础知识，如环境规划的含义、作用、发展现状、层次结构、编制程序、基本内容等；然后按照规划文本的结构内容，完成了规划的总论部分，包括规划范围、年限、依据、原则、目标、重点等；接着介绍了马龙县自然、经济、社会的现状，并做出了详细分析，从而合理地确定了功能分区和环境目标；然后在对环境和排污现状的合理分析、对规划年限范围内环境和排污趋势的合理预测的基础上，对大气环境、水环境、声环境、固体废弃物以及生态环境分别进行了“十一五”近期、2020年远期的专项环境规划设计，同时还进行了整体综合治理规划方案的设计；最后本文还提出了规划实施的保障措施、规划目标的可达性分析以及结论和建议，力争为地方政府提供环境战略决策的科学依据。更多还原

【Abstract】 The mankind’s social and economic activities has to be followed the economic regulation and the ecosystem regulation, and practice the environment and economy development to moderate mutually of develop strategy continuously to promote the social productivity develop continuously with the everlasting exploitation of the resources. The purpose of the environment programming lies in adjusting and controlling the development activity human-self, expostulating the behavior of the human-self, reducing the environment pollution, preventing the ecosystem from breakage, protecting resources, harmonizing the relation between human and nature, protecting the foundation that the mankind’s living space and society, economy development depend on, actualizing the moderate development of environment, society and economy. The environment programming can guide various environmental protection activities to carry on, can use the minimum investment obtain the best environment benefit, can guarantee the environmental protection activity to bring into the national economy and social develop plan, can promote continuously develop of the environment, economy and society.Generally, the environment programming includes the request of mankind’s exploitation and the provision of environment condition. The former means the confirming reasonably of production scale, industrial structure and layout, adopting advanced production technics and technique, practicing proper industry policy and measure, put forward an essential environmental protection funds etc. The latter means need to confirm request of environment quality target and the ecosystem environment condition.This environment programming is framed at the key period of the 15th programmings. It made for carrying out the sustainable development ofMalong’s economy, society and environment.It based on bigger workload of the present condition investigate, and competed after sieving, analyzing, and calculating of data. The textual innovation point lies in:Program originally structural foundation of text in the normal regulations environment , joined own programming way of thinking and method courageously, for example the ecosystem environment programming method.This thesis introduced the foundation knowledge concerning the environment programming first, such as the environment programming meaning, function, present condition, structure, procedure and basic contents etc. Then according to the original structure contents of the programming text, it completed the pandect of programming, including programming scope, time limit, basis, principle, target, emphasis etc. And it introduced Malong’s present condition of nature, economy and society, and made detailed analysis to make sure the function section and environment target reasonably. Then it analysised reasonably the present condition of environment and contamination emission, and forecasted the direction of environment and contamination emission. Based on these, it designed respectively the 15th near future and 2020 long-term environment programming about atmosphere environment, water environment, voice environment, solid waste and the ecosystem environment. In the meantime the synthesize management programming project was designed. Finally, this thesis put forward the guarantee measure of the implement, the analysis of target that can be reach or not, and the conclusion and suggestion, working hard for being the science basis of the environment strategic decision for the local government.更多还原
