【摘要】 随着国民经济持续高速发展,公路运输需求增长强劲,全国进行公路基础设施大规模建设,但大规模的公路基础设施建设需要大量的资金投入,如何将有限的建设资金发挥出最大的效益,这就要求决策人员在公路建设前进行科学评价和对公路网建设项目实施序列进行合理的决策,以保证公路建成后的经济效益和社会效益。公路网规划评价与建设项目实施序列的决策都是公路网规划建设的重要内容。本文从公路网规划评价指标体系着手,总结了指标选取的十条原则,并且在此基础上提出了指标选取的方法,主要有德尔菲法和目标分析法。然后对现有的公路网规划的技术评价指标、经济评价指标和环境影响评价指标进行了归纳总结,并且在对评价指标总结的同时,提出了个别指标计算改进的方法。在对评价指标的敏感性分析的探讨中,将一般用于经济指标的敏感性分析作了拓展,推导出了评价过程的矩阵形式,从而将系统工程中评价指标敏感性分析的方法应用于公路网规划方案评价的指标敏感性分析之中,同时还总结了现有的单个和两个指标敏感性分析的图解方法。在对公路网规划综合评价方法进行讨论时,从综合评价的一般过程出发,先讨论了评价指标的无量纲化计算方法,然后探讨论了权重的计算方法,包括主观赋权法和客观赋权法。在综合评价方法中提出了投影法在公路网规划方案评价中的应用。针对单个评价方法的不足,提出了群体决策方法。在建设项目实施序列优化中,讨论了建设项目关系在项目排序中的应用,用聚类分析将建设项目进行划分,然后探讨了建设项目排序方法。此外,本文还探讨了决策支持系统中评价决策子系统的框架设计。更多还原

【Abstract】 With the quick development of the nation economy, the demand of transportation of the road is increasing quickly. The basic facilities of the road are built all over country. A lot of money are launched into the large scale construction of the road. It is a problem that how we can make use of the finite capital and bring the maximal benefits. The decision-maker must scientifically evaluate the project of the road network plan and decide the order of the item putting into practice before the road set to build. It is good to protect the economic and social benefits. It is the critical content of the road network plan that the evaluation and the implement decision-making.Firstly, this article sums up ten principles of selecting evaluated indices. What’s more, the article presents the methods of selecting evaluated indices, including Delphi and aim analysis. Then the article sums up the technological evaluated indices, the economical evaluated indices and the environment impact evaluated indices in order to rebuild a perfect evaluated indices system. The article mends the algorithms of one evaluated index.Under the discussion of sensitivity of evaluated indices, the article extends the range of sensitivity analysis. And the article deduces the forms of the matrix of the evaluated process. The article brings the algorithms of systems engineering to the assessment of the road plan. At the same time, the article sums up the diagrammatizing methods of the sensitivity analysis of one and two evaluated indices.Under the research of the algorithms of synthesis assessment, the article sums up the algorithms of non-dimension. The article presents a new algorithm. And it also presents the algorithms of group decision-making because the single algorithms of synthesis assessment aren’t perfect.Under the research of items compositor, the article says that items relationship are applied to the item compositor. Items are carved up through clustering analysis. Then the article sums up the algorithms of the items compositor.In addition, the article researches the exploitation of DDS.更多还原
