【摘要】 自1995年我国实行五天工作日和1999年实行一年3个长假黄金周以来，人们可支配的休闲时间越来越多。作为休闲活动的主要内容之一—休闲体育，也越来越受到人们的喜爱和关注。通过调查我们发现福建省的休闲体育还处于起步阶段，休闲体育资源的现状也存在，一方面可供人们利用的资源严重不足，另一方面有许多潜在的体育休闲资源还处于闲置状态。如何去开发和利用这些资源，使休闲体育在我省能够蓬勃地开展，满足人们休闲的需求，是值得我们探讨的问题。 从福建省休闲体育资源的现状来看，主要存在以下几个方面：(1)休闲体育场地的资金投入不足、场地建设结构不合理、各个地区场地建设发展不平衡、公共设施数量不足和场地利用率不高，被占现象仍然存在。(2)社会体育指导员整体年龄偏大、高学历层次的体育专业人员较缺乏、社会体育指导员分类不够细致和指导员的培训制度不够开放，模式过于传统。(3)我省休闲体育产业各个地区发展不平衡、休闲体育消费难以有大幅度提高、休闲体育市场体系不健全不成熟和休闲体育产业政策不完善等。(4)休闲体育信息资源存在领导重视不够、经费投入少、信息人才短缺和休闲体育网络化建设进程缓慢等。(5)在利用我省自然地理资源开发户外运动的力度有所欠缺、政府部门对休闲体育自然资源的规划管理力度不够和对自然资源的可持续发展缺乏一定认识和缺乏对自然资源的保护力度。 为此在探讨休闲体育资源的开发与利用上可采取：(1)政府要求在新规划用地中增加休闲体育用地、整合资源提高休闲体育场地的利用率、加大彩票公益金向休闲体育场地用地建设倾斜和进一步完善健身路径的建设来满足休闲体育场地资源的不足。(2)在休闲体育人力资源开发上可加快指导员的培训制度和管理模式、加大高校对休闲体育专业人才的培训力度和积极组织和使用休闲体育志愿者。(3)在休闲体育产业资源开发上可逐步改革竞技体育职业化进程来发展竞技表演市场，积极争取政府对休闲体育产业给予政策支持。(4)加快我省休闲体育信息库的建设，并且加快休闲体育信息网络化建设和各种媒体对休闲体育运动的积极宣传。(5)充分利用我省的山、海、川，岛的地理优势开展户外运动项目，并积极推动和完善户外运动俱乐部的建设。(6)利用我省是旅游大省的优势和丰富的旅游资源开展体育旅游，根据各个不同地区的经济情况和地理优势采取不同的开发模式，并同时关注资源的可持续发展与自然保护。更多还原

【Abstract】 Since 1995, our country carries out 5 working days a week and from year 1999, 3 long holidays a year in 1999 known as golden week, the leisure time that people can control is more and more. As one of the major contents of leisure sports,it attracts more and more people. Through our investigation, we discover that the leisure sports of Fujian province is still at its starting stage, the present situation of leisure sport resources also exists , on one hand, the serious shortage of resources that people can use , on the other hand, the idle state of many potential leisure sports resources. How to develop and use these resources so that leisure sport in our province can develop vigorously and satisfy the demand for people in their leisure time. It is the problem that deserves discussing.In view of the present situation of leisure sports resources in Fujian Province, there are mainly as follows: (1) The capital input of leisure stadium is insufficient, place construction not reasonable and unbalanced as well, public facility quantity insufficient and place utilization rate not high. (2)The overall age of sports instructors is big, yet their educational background is low, the classification of instructors not reasonable enough and training system not full open. the pattern is too traditional. (3)The leisure sports industry in each area develops unbalanced, leisure sport consumption is hard to rise, leisure sports market system un-sound and leisure sports industrial policies not perfect etc. (4)The attention of leisure sports information resource is insufficiently paid by the government. fund input is less , information talent scarce and leisure sportsnetwork construction process slow,etc.(5)The use of natural resource and the intensity of developing outdoor sport in our province are not sufficient, the natural resources for leisure sports is insufficiently managed by the government departments. The protection and sustainable development for natural resources are blank and without consciousness.Therefore, the development and exploitation of leisure sport resource can adopt: (1)To increase land for leisure sport in new governmental planning; raise utilization rate of leisure stadium land , increase the public welfare of lottery ticket to leisure stadium land construction incline and further perfect the construction of gymnastic route to satisfy leisure stadium land resource.(2)To accelerate sports instructor Management pattern and the training system on the leisure sport development of human resource, strengthening the leisure sports professional talents training in universities; organize and make full use of leisure sports volunteers. (3)To make leisure sports professional, reform sports process step by step and develop sports performance market, acquire supports from the government on leisure sports policies. (4)Accelerate the construction of leisure sport information storehouse, quicken leisure sports information network construction make positive propaganda for leisure sports. (5)Make full use of sea, river mountain and island to develop outdoor sports projects; promote and perfect the construction of outdoor sport clubs actively. (6) Make good use of our province’s rich travel resources to develop sport tourism; adopt different development patterns according to different geographical advantage and theeconomic condition; at the same time, pay attention to the protection and the sustainable development of natural resources.更多还原
