【摘要】 我国内河大小河流众多，沿海大陆海岸线漫长，水运业自古就有载量大、消耗少、对环境损害少和相对安全等优点，水路运输业一直以来作为一种重要的运输方式不可或缺。特别是水上客运业对于解决人们的日常出行及外出旅游也起到了重要的作用，但是目前由于其他交通运输方式的发展，特别是跨海大桥、沿海高速公路／铁路的修建，水路客运业面临着严峻的发展环境。由于服务基础设施落后、水上航行速度慢，导致人员弃水走陆，水路客运业整体面临萎缩的局面。 然而近年来随着旅游经济的发展，特别是水上旅游业的兴盛，使得水路客运的发生了变化，原本自1987年开始一直衰落的局面开始有所改变，2004年起水路客运量开始上升，水路客运逐渐向旅游型转变。为了全面建设小康社会，实现我国交通的跨越式发展，交通部适时制定了十一五期间重点发展水运业的战略决策。如何发展客运业，增强水路客运的竞争力，适应人员出行便捷性、舒适性、安全性的要求，成为目前需要研究的内容。 本文针对航线的运力配置问题，就航线的船型配备、船舶数量以及如何动态更新船舶问题，这里给出一套具体的运作方案。通过分析航线的现状，及未来的发展情况，进行航线的运量预测，从而进行运力的规划，确定航线上船舶的数量，然后根据相应的船型论证方法，作出未来航线上需要何种类型的船舶，最后通过举例进行论证。该方法的提出，对于以后进一步研究水路客运问题提供了一定的借鉴作用，同时对于航运公司进行航线上船舶的配备提供的一定的理论依据，另外也为相关行业主管部门进行地区间的水路客运宏观调控提供了一定的依据，既保证人们的日常出行，又可避免航线上的无序竞争。更多还原

【Abstract】 There are many inland rivers in our country, and also long continent coasting. Waterway transport is an important way of transport because of it has many advantages, such as low consume, few harm to environment. Especially waterway passenger not only solves the problem of people’s common outgoing, but person’s tour. Nowadays, it faces austere complexion of shrink. When people want to go somewhere, they do not want to choose waterway because of its shortcoming.Nowadays, with the development of Tourism and Economy, there are some changes of our country’s water passenger, form transportation pattern to tourism pattern. Form the year of 2004, the total number of people who choose waterway is rise. In order to construct well-off society, and to make the aim of pursuant and leap-forward development of transportation come true, our ministry of communications make the stratagem of focus on the waterway in the Eleventh Five-Year. How to develop waterway, increase the ability of compete, is the important problem which need to research.This paper analysis the problem of capacity assignment, and then gives a particular project to research this problem. By the way of forecast waterway capacity, we can make a decision which kind of passenger ship can choose. Finally, author gives an example to tell us how to use the way to solve the problem of capacity assignment.更多还原
