【摘要】 自改革开放以来，我国根据不同地区、不同时期、不同对象发展开放型经济的要求，批准设立了保税区、出口加工区、保税物流中心(A型和B型)、保税物流园区、保税港区、保税仓库、出口监管仓等多种类型的特殊监管区域。由于它们分别享有不同的优惠政策，对国内外企业具有较强的投资吸引力，因而愈来愈受到各地重视，申请设立保税区域的热情持续高涨。但由于缺少对保税区域量化的准入指标和审批标准，给海关、国务院及地方政府受理和批准保税区域和场所造成极大困难。 因此，本文将采用定性和定量相结合的方法来研究这一问题。 本文研究的切入点就是城市群，因为在经济全球化和区域经济一体化的趋势下，城市群逐渐成为国际生产力分布体系和劳动地域分工中新的重要的空间组织形式。近十几年来，我国3大城市群，即京津冀城市群、长三角城市群、珠三角城市群逐步发育，茁壮成长。在这三大城市群中又可以细分为若干个小的城市群(一般规模为2个以上城市组成一个小城市群)，在这样的小城市群中，有一个城市作为中心城市，它并不一定是地理位置的中心，而是考察经济发展、地理位置、交通等多方面因素来确定的一个中心，这个中心城市的发展引导和带动着群中其他城市的发展，其他城市又以中心城市为龙头，它们有着一致的发展方向。 本文用聚类分析的数学方法将我国城市聚类成若干个小城市群，然后在各群中选择出一个中心城市，再将选出的所有中心城市聚集到一起，对它们申报保税区域的情况进行筛选分析后，用贝叶斯判别的方法确定哪些城市更适合建保税区域。那么最后的分析结论是深圳建保税港区，重庆和沈阳建B型物流中心，但由于考虑到政策等其他因素，深圳暂时还不宜兴建。更多还原

【Abstract】 Our country have set up various customs specially supervised area such as Free trade zone, Export processing zone, Bonded logistics center A and B, Bonded logistics park, Bonded port area, Bonded warehouse, Export supervision warehouse based on developing an open economy request according to being unlike area , being unlike a period , being unlike a object since reformed .Because of different preferential measures ,enterprises home and abroad have stronger investment attraction ,the fervency is regarded highly by everywhere and they highly apply to set up special area .But since absence all kinds of allow entering index and standard examining ,it’s hard to confirm the bonded area.So the writer researches on the issue combined qualitative method with quantitative method.The point of penetration the main body is city groups .Because under trend unifying in economic globalization and regional economies, the city group becomes international productivity distribution system and the new important geographical division of labor middle space organization form working gradually .In recent 10 years, our country’s 3 big city groups are growing step by step .these city groups are Beijing-Tianjin-Hebei city group ,long triangle city group , pearl triangle city group .And they can be divided into several small city groups(general scale is more than 2 cities in 1).In small city groups, one city has to be a central city, it must not be the geographic location centre , but must be a centre which is inspected with economic growth , many geographic location , traffic ascertain and so on .Development of this central city is guiding middle and driving other development of cities, and the central city acts as the leading role , they have consistent development direction.In this paper, the writer first divides cities into several small city groups using cluster analysis ,chooses one central city in every group ,make all central cities together, then analyze the conditions of cities declaring bonded area ,at last make a decision that更多还原
