【摘要】 可持续发展思想在国际范围内已得到广泛认可，森林资源可持续利用是可持续发展的一个重要内容。森林资源作为满足人类可持续发展的物质来源之一，为人类提供生存和发展的自然资源，也是人类享受大自然森林资源所赐予的净化环境、旅游娱乐等精神文化的物质载体。森林资源可持续利用是当代人和后代人、特定区域和其它区域的人对森林资源长期、持续、有效利用，使其对当代人和后代人、特定区域和其它区域发挥作用的过程。森林资源可持续利用的核心和基础是对森林资源长期有效的保护。区域森林资源可持续利用状况，不仅涉及区域经济社会的可持续发展问题，更涉及人类可持续发展目标的实现问题。甘南州森林资源是我国水土保持的关键区域之一，是我国长江、黄河上游重要的水源涵养林，其可持续状态对长江、黄河中下游区域的可持续发展具有重要影响，是我国可持续发展战略中重要的一个环节。但是，在过去五十多年的时间内，由于乱砍滥伐森林，甘南州森林资源急速萎缩，致使甘南州生态环境急剧恶化，社会、经济不可持续发展，并对长江、黄河中下游区域的可持续发展造成负面影响。因此，分析、探讨甘南州森林资源可持续利用这一课题有着重要的现实意义。本文试图通过介绍甘南州森林资源状况，揭示现阶段存在的问题，尝试对甘南州森林资源可持续发展力进行评价，并对制约甘南州森林资源可持续利用的因素进行深入分析，进而探讨甘南州森林资源可持续利用的具体对策。更多还原

【Abstract】 The idea of sustainable development has been widely accepted throughout the world. The sustainable using of forest is one of the important contents of the sustainability. As a source of materials which satisfies the sustainable development of humankind, forestry provides humankind with the natural resources of living and development; also provide mankind enjoy the spiritual cultural include pure environment,tourist entertainment which vouchsafed by nature forest resource.The sustainable using of forest resource is a period to make full use of this resource.During this period,not only the present age and the later generation,but also the man live in specific areas and the other areas utilize the forest resource in a long-term,sustainable and valid way.The core and foundation of sustainable using of forest resource,is a period to protect this resource in a long-term and valid using.The situation of the regional sustainable development of forest resources involves the matters of the regional sustainable development of foresty; moreover it involves the matters of achieving the purpose of humankind’s sustainable development.The forest resource of Gannan State in Gansu Province is a key region of soil conservation in our country. It’s an important watershed of the headwaters of the Yangtze River and the Yellow River. The situation of Gannan’s sustainable development will have an important influence on the sustainable development of the middle and lower reaches of the Yangtze River and the Yellow River.It’s a key link of sustainable development strategy in our country. But in the past fifty years, Gannan State was drained of forest resources rapidly by disorder felling. As a result, the encological environment of Gannan State has deteriorated and the social and economical situation of Gannan State has been non-sustainable development.There also have negative influence on the sustainable development of the middle and lower reaches of the Yangtze River and the Yellow River. Therefor, the study of analizing and inquiring into the sustainable using of the forests in Gannan State has practical meaning.This paper analizes the problems and present situations and evaluates the sustainability of forest resources in Gannan State of Gansu Province.It also intends to make an inquiry into the countermeasure for achieving sustainability of the forests in Gannan State according to the deep analization on the facts of restricting the sustainable using of forest resources in Gannan State.更多还原
