【摘要】 我国政府投资非经营项目的建设模式实施“代建制”改革,为国内项目管理咨询公司提供了实践机会。“代建制”模式的基础是国际上通用的PMC管理模式,这种管理模式要求PMC公司具有高素质的管理策划能力。本文旨在通过对PMC合同策划内容和管理要素的分解研究,强调并加强了PMC公司项目管理服务的流程化和规范化,而且也为公司项目管理手册的编写提供了核心内容,对提高PMC项目管理能力具有实际的指导意义。本文采用归纳论证的研究方法,作者首先对项目管理承包(PMC)模式的定义和特点进行归纳总结,从实际工作的重要性出发,分析总结出PMC管理哲学和服务理念,为国内项目管理公司的成熟发展奠定了正确的思想基础;然后本文引用项目管理成熟度模型,提出国内项目管理公司现阶段的发展要建立项目管理体系,编制项目管理手册,并结合实际工作内容归纳出企业项目管理手册的建立思想和内容结构;最后,文章着重对PMC管理策划主要工作即PMC合同策划和工作策划的内容和策划工具进行详细研究,归纳总结出PMC合同策划的流程,应用多属性效用理论进行承发包模式的选择,并采用系统分析方法创建了三维工作分解模型,使得分解时工作间的关联性和系统性更加明确。本文有3个创新点:1)通过对PMC模式的深入研究提出了PMC公司的服务哲学和管理原则;2)详细研究了PMC在管理策划阶段的合同策划程序和决策工具。在进行分项目承发包模式选择时总结了11种套用模式和多种决策因素,使用多属性效用理论为工具进行量化决策;3)应用系统分析理论,将系统分析模型与工作分解相结合,创建了工作分解三维模型,加强了工作分解间的关联性,提高了管理工作策划的效率。更多还原

【Abstract】 The Deputy Construction Mechanism is a management reformation in government investment project, and the Deputy Construction is essentially the same as Project Management Construction, which demand high project management to consultant company involved. The article is about study on contract strategy and management activities strategy of PMC, aim to make project management in flows and provide core materials to Project Management Manual. The article is an effective instruction for improvement of competence and efficiency of project management contractor.At first, the article elaborates on the concept and characters of PMC, on a basis of practices, provides the philosophy and principle of PMC. Secondly, the research emphasizes on the contents and decision-making tools of its contract strategy and project activities. The author concludes a flow of contract strategy, enhance the application of multiple attribution utility theory in decision, and also integrate systemic mode with work breakdown by built a three-dimensional mode for work breakdown.There are three innovations in this paper: 1) the paper founds on development and international practices of PMC, through systemic analyses of properties of the mode, put forward the philosophy and principle of PMC; 2) in the decision of project delivery, the paper, refer to owner front-phase strategy, sum-up 11 kinds of delivery choices and several selection factors, make quantitative analyses by the multiple attribution utility theory, which provides great facility for PMC; 3) apply systemic analysis in work breakdown, founded a three-dimensional work breakdown mode, which strengthens interrelation between manage activities and makes great progress to identify the core activities.更多还原
