【摘要】 当前，我国大部分地区面临严峻的水资源短缺问题，已严重制约着我国经济社会的和谐发展与进步。通过市场手段实现水资源的调节和优化配置，是经实践证明行之有效的解决水资源短缺的办法，也是现代水资源管理发展改革的方向。在我国水资源短缺地区因地制宜建立各级水市场，通过价格杠杆调节与市场激励作用，使自觉节水成为可能，从而提高水资源的利用效率，保持地区水资源的可持续利用和经济社会的可持续发展。 本文依据水权水市场理论，分析研究了我国水资源短缺区域的水市场调控模式建设。建立水权初始分配模型，明晰水权，确立水权交易形式和制度，给出合理水价的估算公式，结合对陕北能源重化工基地秃尾河流域的实地分析，提出了一整套适合水资源短缺区域的水市场调控体系。主要的研究内容有以下方面： 1、从产权经济学的角度，界定了水权的基本涵义和外延，通过各种水资源调控模式的比较分析，提出市场模式是解决水资源短缺问题的有效途径。 2、利用经济学理论和水资源科学的相关知识，从公平性有效性可持续性的原则出发，建立了影响水权初始分配的指标体系，提出基于改进层析分析法的模糊综合评价法的水权初始分配模型，并对突尾河流域进行了水权初始分配。 3、阐述了支撑水市场调节模式的多种理论基础，并依据我国水市场的特征，分析得出了我国水市场建立的前提条件和原则，探讨了水市场的具体运作过程，分析了水市场要素、分类、交易步骤等，提出了水权交易的双边叫价拍卖模式，监管和调控程序。 4、研究了合理水价的确定，指出合理的水价应包括资源水价、工程水价、环境水价，而且提出了具体的各种水价的确定方法。 5、最后对陕北秃尾河流域的水权水市场制度建设提出了比较可行的方案，建立了水权交易系统平台，能为陕北地区经济可持续发展提供保障。更多还原

【Abstract】 At present, the majority of our districts facing severe water shortages have seriously constrained China’s economic and social progress and harmonious development. Through market means to achieve the optimal allocation of water resources regulation, and is proven effective management control, in the direction of reform and the development of modern water management. China’s water shortage at all levels in the water market conditions, regulatory and market incentives through the pricing lever, consciously make saving possible, the remaining water flows higher production efficiency of the entity, thereby enhancing the utilization rate of water resources, to maintain the sustainable use of water resources to ensure sustainable economic and social development.In the paper,based on theories of water rights and water market, the actual analysis of the water-deficient areas of China’s market regulation model. Initial allocation model for the establishment of the right to water, water clarity, and to establish water rights transaction, provided reasonable estimates of the price formula combination of energy and heavy chemical industry base in northern Shaanxi Tuwei River basin analysis in the field, a set of the water shortage in the market for water control system. The study includes the following main aspects:1. Property economics from the perspective of defining the basic connotation and extension of the right to water. Comparative analysis of various water-control modes, the market model is an effective way to solve the problem of shortage of water resources.2. The use of economic theory and the scientific knowledge of water resources, the effectiveness of Sustainability principles of fairness, established a system for the distribution of the initial impact of the right to water, Chromatography analysis based on improving the fuzzy comprehensive evaluation of the initial allocation of water rights model and the Tuwei River basin also conducted the initial distribution of water rights.更多还原
