【摘要】 改革开放以来,我国的非公有制经济迅猛发展,成为我国国民经济的一个重要组成部分,在我国经济和社会发展中发挥着重要作用,而且还将继续发展。但与此相反,非公有制企业党建力量却相对薄弱、工作滞后。因此,加强非公有制企业党组织建设有着重要的意义。加强非公有制企业党组织建设不仅是深入贯彻“三个代表”的内在要求,是整合不同利益主体,构建社会主义和谐社会的需要;而且还是引导非公有制企业健康发展的需要,是巩固党的执政基础,提高党的执政能力的内在要求。在非公有制经济发展过程中,各地党组织十分重视加强非公有制企业党组织建设,使党组织组建面不断扩大、员工中的党员逐步增加,并出现了一批党建工作先进典型。但从总体上看,非公有制企业党组织建设仍然是基层党组织建设的薄弱环节。非公有制企业党组织建设仍面临着党组织职能定位不准确;党组织组建率低、党员人数少、党组织和党员管理体制不健全;党组织负责人不能担负起自己的职责;党组织家族化倾向严重;党组织作用难以正常发挥等问题。存在问题的主要原因在于理论上的困惑、认识上的偏差、制度上的不健全。只有不断解放思想,改变观念,与时俱进,才能找到对策。为此,笔者认为首先应对非公有制企业党组织进行科学的定位,非公有制企业党组织应该定位在两个方面:一是企业职工群众的政治核心;二是团结和领导非公有制企业主的工作基础。只有解决了非公有制企业党组织定位问题,非公有制企业党组织建设才能顺利进行。另外针对当前非公有制企业党组织建设存在的问题,还要探索和实践非公有制企业党组织的设置形式和管理模式;要制定好党组织负责人的人选标准,采取多种措施选好配强党组织负责人;积极探索矫正党组织家族化倾向的措施;加强党员队伍建设;改进党组织的活动方式和工作方法;积极探索党组织和党员队伍发挥作用的有效途径。本论文在对山东省非公有制企业党组织建设情况调研的基础上,借鉴前人的研究成果,运用辨证唯物主义和历史唯物主义的基本观点,并结合政治学、社会学、经济学、历史学等有关知识,运用对比分析的方法,客观地分析了非公有制企业党组织建设现状及其存在问题的原因,结合实践对当前非公有制企业党组织建设中的难点、热点问题进行阐述,提出了一些针对性和操作性较强的加强非公有制企业党组织建设的思路和观点,希望对此问题的研究能够对非公有制企业党组织建设起到抛砖引玉的作用。更多还原

【Abstract】 Since the reform and opening-up, the nonpublic economy developed fast, becoming one important part of our national economy. It’s an important roal in developing our national economy and our society and will go on developing. However, now the Party’s organization building in nonpublic enterprise is relative weak and the work of that is stagnant, so it is vitally important significance to strengthen the Party’s organization building in nonpublic enterprise. Strengthening the party organization building in nonpublic enterprise is not only inexorable requirement for carrying out deeply the“three represents theory, the need of conformity of different benefit bodies and constructing socialist harmonious society. It is but also the need of guiding nonpublic enterprise healthy development, inexorable requirement for consolidating leadership and governing base and upgrading leadership and governing capacity of the Party. In the progress of nonpublic economy development, The Party’s organization of every area regards strenthening the Party’s organization building in nonpublic enterprise seriously important .The area of Party’s organization is expanding day by day. The Party’s members in workmen are rising little by little, and there emerge a batch of advanced example of the Party building. But in general .Now the Party’s organization building in nonpublic enterprise in our country is still in relatively stagnant stage, and the work faces that the functional orientation of the Party in nonpublic enterprise is not veracious; The rate of the Party organizations built is low, and the amount of the Party member is less, and the management of the Party and member is not soundly; The head of the Party can not take his charge well; The familial trend of the Party is serious; The function of the Party in nonpublic enterprise is hard to work normally and so on. The main reasons for the existing problems are theoretic confusion. cognitive bias and systematic unsanity. The writer holds the ideas that we only can seek measures by emancipating and changing the mind and keeping the pace with the times. First of all, the scientific orientation of the function of the Party organization in nonpublic enterprise should be done from two sides: one is political core of workers in enterprise; the other is work center to unit and lead the owner of nonpublic enterprise.
