【摘要】 机关事业单位养老保险制度目前在我国尚处于试点阶段。根据各地试点情况来看,取得了初步成效。但随着改革的深入进行,也逐步暴露出一些问题。不仅仅体现在养老制度与现行机关事业单位特点不相适应,也包括制度自身的不健全。因此,如何解决这些问题,成为本文研究的重点方向。本文从介绍国外公职人员养老保险制度概况入手,结合我国机关事业养老制度模式的特点及与企业养老制度比较的基础上,对西安市机关事业单位养老保险制度改革现状进行分析,指出改革存在的问题,并提出相应的解决对策和建议。本文共分五章。第一章介绍对机关事业养老制度存在问题研究的理论和现实意义,以及研究框架。第二章介绍国内外机关事业养老制度模式与特点。第三章介绍西安市机关事业养老制度模式及改革现状,并指出存在的问题。第四章对西安市改革陷入困境的原因进行分析,主要根源在于制度自身的不健全和不完善。第五章针对问题一一提出具体解决的对策和建议,如构建新型养老制度框架、确定合理的给付机制、确定通畅的衔接渠道、建立更加完善的养老政策等。为今后西安市机关事业养老制度改革顺利进行提供参考。更多还原

【Abstract】 The Endowment Insurance System (EIS) of the Administrative Public Services Units (PSU) of China is still under experimental stage. Practically the system adjusting has made great progress, but also faces newly emerged problems since the system has to adapt to the changing administrative instructional features and the present system itself needs constant improvements. This article focus on analyze these issues and for solutions.Beginning with an introduction of the EIS in foreign countries, this article analyze the issues of Endowment Insurance System (EIS) reform of the Administrative Public Services Units (PSU) of Xi’an and offer related solutions and suggestions.The article consists of five chapters. Chapter 1 is an introduction of theoretical and implicational meaning of the existing issues of EIS reform of PSU. Chapter 2 is to introduce the EIS patterns of PSU in Xi’an. Chapter 3 introduce the pattern of EIS and reform conditions and the list the problems. Chapters 4 analyze the reasons of the unsuccessful progress of the reform in Xi’an and propose the analysis of the reasons leads to the institution’s incompleteness. Chapter 5 offers detailed suggestion and solutions to the problems such as the construction of new EIS framework, setting up reasonable payment system, connecting usual channels and make the ESI policies more completed. All these will be of help to the reference of the reform of ESI of the administrative PSU of Xi’an.更多还原
