基础教育的公共品属性及政府行为选择

【摘要】 基础教育是一种普及型的国民教育，其核心是义务教育。基础教育是包括小学、初中、高中在内的教育，在我国小学和初中属于义务教育。基础教育的供给，既是一个现实问题，也是一个理论问题。现实中基础教育经费的短缺成为制约基础教育发展的关键因素，从理论上探讨基础教育产品的性质，目的在于寻求合理的基础教育供给模式。本文从基础教育公共品属性的界定入手，以公共财政理论和人力资本投资理论，对政府投资基础教育的合理性作了理论上的阐述，并利用1996-2004年的统计数据对我国政府基础教育的投资水平、投资效率和地区与城乡差异进行了实证分析，借鉴美国、日本基础教育经费分担办法，提出了我国政府基础教育投资的政策建议。本文的基本观点是，基础教育具有更多纯公共物品特征，其中义务教育作为各国的一种制度安排具有纯公共物品的特征，因此，政府在基础教育的供给上应起主导作用。从公共财政角度看，基础教育作为公共需要应成为政府公共财政的支出对象；从人力资本投资角度看，基础教育是具有较高社会收益率和强正外部效应的教育层次和教育类型，因此，政府应在社会收益率高、具有强正外部效应的领域有所作为。1996-2004年的资料表明，我国政府基础教育投资不足，在二元经济体制下，地区间、城乡间基础教育供给水平差异较大，同时存在教育经费利用效率低下的问题。给出的政策建议是：保证财政预算内基础教育投资的增长；加大省级基础教育经费的统筹力度和中央及省转移支付力度；实行基础教育地区差异化投资政策；通过制度创新拓宽基础教育的融资渠道；加强基础教育经费的使用监督。论文创新之处：认为寻找现实中合适的基础教育供给模式应是理论探索和实证分析的出发点；提出从动态角度认识基础教育产品属性的观点；通过制度创新拓展基础教育融资渠道的观点；突出了量化分析方法，使用了最新的教育经费统计资料。更多还原

【Abstract】 Basic education is a kind of popularized country education, and it’s kernel is compulsory education. Basic education consist of elementary education, junior high education and senior high education. In our country elementary education and junior high education is compulsory education.Basic education affording is not only a realistic problem but also a theoretic problem. In the real-life , being hard of basic education outlay is the key factor that restrict the basic education development. The purpose of theoretically discussing the characteristic of basic education is searching reasonable affording model of basic education. In this article, the author proceed with defining common things characteristic of basic education, and theoretically expatiate the rationality of government investing to basic education with common finance theory and human power investing theory. The author also analyses the investing level, investing efficiency, the difference of regions and city and country of our government investing to basic education in use of statistic data of 1996-2004.
