【摘要】 本课题来源于南通市科技局委托的“南通市电子信息产业“十一五”发展研究”(2004.6-2005.6)的子课题。项目已经通过验收。在经济全球化、信息化浪潮的冲击下,任何地区要想取得经济发展,提高人民的生活水平,都必须要根据自己的实际情况,发展适合自己区域的产业。改革开放二十多年来,在经济国际化、全球化的浪潮下,我国经济已经开始了由劳动密集型经济向技术密集型、资金密集型经济,由粗放型经济向集约型经济转变的过程。产业升级已经成为一种趋势,而各种开发区也处在一个由传统的经济技术开发区向高新技术开发区转变的过程。长三角地区是中国电子信息产业的龙头之一。处于其中的南通市,必然要求在信息化的浪潮中有所作为。在激烈的市场竞争中,怎样建立一个适合自己区域实际状况的电子信息产业体系?应该把政府扶持的重心放在哪些行业上?怎么鉴定与选择重点行业?这些都是一些值得研究、探讨,以及在政府决策中必须考虑的问题。在宏观上,本文以产业集聚、产业经济学、信息经济学为主要指导思想,以数理统计、计算机信息检索等为主要研究方法,在实证的基础上,先分析了国内信息产业的发展状况及发展趋势,并对中国的电子信息产业的产业竞争力等方面作了初步的探讨。在分析了国内外、长三角地区电子信息产业发展历史与趋势的状况下,分析了南通市在地理区位、人力资源、劳动力价格、政府政策等方面的优势及存在的一些问题。在微观上,本文在综合分析的基础上,对南通市电子信息产业的几个主要行业进行了分析,提出了重点行业选择的标准、应该注意的问题,并由此标准得出了从而得出了集成电路及新型元器件等行业为南通市电子信息产业的重点行业,南通富士通、永兴多媒体等企业可以列为重点扶持的企业。并提出了怎样运用产业集聚理论来进行引资等。本文吸取、运用了前人的理论,在前述综合分析基础上,运用产业集聚、更多还原

【Abstract】 The subject of this paper is the sub-items of << Nan Tong Eleventh-five-year Information Industry Developing Program>>(2004.6-2005.6), which is funded by Science and Technology Bureau of NanTong City. This project has been approved and accepted.Under the impact of globalization and information on economy, whatever region all over the world must develop those businesses that fit itself, according to its particular conditions and situation, if the region wishes to make progress on economy and improve people’s living condition.Under the influence of internationalization and globalization, since 20 years’reform and open, Chinese economy has been converting from labor densified to technology and capital densified, and from extensive to intensive. The upgrade of industries is to be a trend, while all kinds of developing districts are in the course of transformation from traditional economy and technology to high and new technology. The Yangtze River Delta is one of the leading regions of electronic and information industry in China. Nantong City government has to do its best in the rush based on information.It is very serious for government to make decision to build a system of electronic and information industry that suits its own region in the hard competition under market condition, to concentrate its attention on selection of kind of industries, and key businesses.As theoretical foundation, this paper takes Industry Economics, Information Economics and Industry Cluster as thinking guide, and Mathematical Statistics and Computer Information Retrieval as main research approaches. On the basis of practical verification, development and trend of Chinese information industry was analyzed, then the strength and weakness of Chinese electronic and information industry in market competition were discussed.更多还原
