我国高技术产业效率及其影响因素分析

【摘要】 本文在我国高技术产业发展的实际情况的基础上,结合相关国内外学者的研究成果,利用效率度量理论,通过选取不同地区的版面数据和影响因素指标,对我国高技术产业的效率进行实证分析。通过测量技术效率的随机前沿分析方法和B-C(95)模型,计算得出了1995—2004年间我国高技术产业30个省的技术效率值,然后分析了影响技术效率的一些因素;并在这个基础上,计算了全要素生产率变化率及其构成部分(技术效率变化率、技术进步率)。得出的主要结论如下: 1.在相同经济政策环境下,不同地区之间存在着差距,尤其是东中西三大地区之间存在着明显的差异;同时,技术效率随着时间的变化而有所下降; 2.高技术产业全要素生产率增长构成中技术进步和效率改善是起着不同的作用的,其中技术进步是起着正向的作用,而技术效率不仅没有起到推动的作用,反而抵消了技术进步引起的全要素生产率增加; 3.劳动力素质、规模经济因素、所有制、R&D投入等因素对效率的影响方向和程度各不相同。 在此基础上,本文通过找出高技术产业地区之间存在差距的原因并提出改进意见,使得高技术产业整体效率有所提高。并进一步为高技术产业效率提出合理的意见,以加快高技术产业的发展。

【Abstract】 Based on the developmental facets of High-Tech industry in China, combined with the related researches native and abroad, and using stochastic frontier approach, with panel data of High-Tech industry from1995 to 2004, his paper analyzes the technical efficiency of Hi-Tech industry. Results conclude technical efficiency of Hi-Tech industry in 30 regions, the he cause of differences and changes of total factor productivity (changes of technical efficiency and technical progress). We view:Firstly, in the situation of same economic policy, there are differences between the regions of low efficiency and high efficiency, especially between three regions in China; while technical efficiency is decline with time varying.Secondly, it is the improvement of technical progress rather than technical efficiency promote TFP growth rate of Hi-Tech industry increasing, in addition, TFP and technological change are slow gradually with time varying, and technical efficiency, TFP and technological change are exist obvious differences between each regions.Thirdly, there are differences in the affecting of quality of labor, scales, property right, R&D etc.Based of these conclusions, a series of policy suggestions are made to cope with the problems mentioned above and accelerate the development of High-Tech industry in China.
