【摘要】 近年来，随着我国政府体制改革和市场经济的发展，社会领域也进行了较大的变革，一个突出的变化就是非政府组织的出现和发展，并且以其独有的特质和优势参与社会治理，承接了大量的由政府改革转移出来的职能，成为人们生活中不可或缺的重要组织形式。党的十六届四中全会确立了建设社会主义和谐社会的目标，社会主义和谐社会的主要特征是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会。和谐社会的健康发展同样需要非政府组织的积极作用，且目前的中国社会中非政府组织已经在构建和谐社会中发挥了重要作用，并将继续发挥其积极作用。 然而，由于中国特有的历史传统和特殊国情，我国非政府组织发展还很不完善，无论是人们对非政府组织的认识还是非政府组织自身的发展都还不成熟，尤其是非政府组织参与社会治理的理论和实践都还处于初级阶段。因此，在理论上对我国非政府组织的发展状况，特点、作用、及其与和谐社会建设的相互关系进行分析就显得尤为重要，并且对非政府组织在社会治理中发挥应有的作用也具有巨大的指导意义。本文拟从我国实际出发，首先对社会治理和非政府组织的一些基本问题做了概述，运用社会治理理论，对我国非政府组织的含义、特点、发展状况做了分析，并对非政府组织在社会治理中的作用做了分析，包括非政府组织参与社会治理的理论基础以及非政府组织在社会治理中的具体体现；阐述了我国政府职能转变中政府的职能定位以及政府转变的思路，说明非政府组织承接了大量的政府转变出来的社会职能；通过中西方国家非政府组织在社会治理中发挥作用状况的分析研究，指出我国非政府组织在社会治理中存在的缺陷以及制约我国非政府组织发展的因素，并针对这些制约因素，指出要使非政府组织健康发展必须从非政府组织的资金、法规、登记管理、评估、人才等方面着手，为非政府组织健康发展扫清障碍。更多还原

【Abstract】 In recent years, with the transfer of the social structure and the variance of the social governance pattern, under the direction of the view of the governance and good governance, non-government-organizations are becoming an important "role" of the social structure, and playing an important part which governance and corporation can’t compared with it. Therefore, with a manner of form or inform, NGOs are playing an increasingly important role in social management with their features and advantages. On the fourth plenary assembly of sixteenth, the communist Party of China brought forward the issue "Construct Socialist harmonious society". That is to say, harmonious society is a society in which the relationship between human beings and nature, people and people, people and society are harmonious. And if the society keep harmonious developing, non-government-organizations also should play an important part. Now, non-government-organizations are playing an important part in harmonious society and will continue this in the future.Nevertheless, NGOs, a novelty for most Chinese, are still in their primary stage. This is judged not only in terms of people’s understanding of them but also in their actual development compared with the situation abroad. This thesis, from the actualities of China, makes theoretical and Practice of the analyses of the non-government-organizations, including its basic status, character, function, and the relationship between it and the harmonious society, and this analyses are an important instruct to the society government. First, this article analyzes the background, notion, character, and aim of the harmonious society. Base on the theory of society government, this article analyzes the notion, character, and development states. Moreover, this article also indicates the disadvantage of the non-government-organizations compared the non-government-organizations in the west society.
