昆明市城市管理数字化模式研究

【摘要】 改革开放20多年来,中国的城市化建设与发展日新月异。然而,在突飞猛进的发展过程中,与之相配套的城市管理模式与理念明显滞后,城市建设与城市管理脱节的矛盾在许多城市普遍存在并日益突出。近年来,国内外学者已经将城市管理模式和理念变革,作为政府和学术界共同探索的重要课题。因此,深入研究适用我国现代城市发展特点的城市管理新模式,提高管理城市和社会公共事务的水平,构建和谐社会,推动城市管理现代化的进程,具有重要的理论和现实意义。 本论文以昆明市城市管理为实证研究对象,围绕城市市政综合管理,研究内容涵盖市政基础设施、城市公用事业、城市国土房产、城市环境保护、城市园林绿化、市容环境卫生和城市建筑等城市管理的关键职能。本论文从政府管理的视角,重点围绕城市管理方式和手段,实证研究并规划设计了面向实际问题解决的昆明市城市管理的数字化模式,并用其中一个城区的具体项目实施来验证其可行性。 本论文在相关理论和实践等文献研究的基础上,通过实地访谈和问卷调查,利用SPSS 13.0统计软件对问卷数据进行有效处理,得到昆明市城市市政综合管理现状的背后规律和根源问题;基于该实证分析,进一步提出了昆明市城市管理的数字化模式规划思路,并进行了系统分析与系统设计;论文最后还针对昆明市城市管理数字化模式的实践——昆明市五华区“数字城管快车”项目实施进行了案例分析,对新模式的实效性和创新性进行剖析,解释和验证了该城市管理数字化模式的实际效果。 本论文的研究成果是:通过对昆明市城市管理现状的实证研究,分析归纳了昆明市城市管理一系列问题背后的管理体制、管理方法和管理主体三要素根源;充分借鉴现代城市管理理论和方法,建立监督与指挥并重的“双轴心”体制,以现代信息技术为手段,运用单元网格管理法、城市部件管理法、无线数据采集等方法,再造城市管理流程,逐一解决城市管理存在的主要问题,形成一套昆明市城市管理的数字化模式。

【Abstract】 Open policy reform has been implemented more than 20 years, the city construction and development of China turns out new face very fast. However, in advance by leaps and bounds of the development process, the style and principle of city management is obviously not marching with the city’s progress, the city construction and the management of city becomes increasingly disjointed with each other. In recent years, domestic and international scholars already take the city management style and principle changing as the important topic problems that the government and academic circles investigate together. Therefore, to research deeply the proper character of modern city management model of Chinese city’s development, to exalt ate the management level of city and social public business, to set up harmonious society, to push the progress of the city management modernization, shows the important theories and realistic meaning.This thesis researches object of the city management of Kunming as a substantial evidence, the research contents of the city management which is mainly aiming at the comprehensive management of a city. This research is covering a city’s infrastructure, its public utilities, territory and house property, environmental protection, park evanescence, the city’s urban landscape environmental hygiene and construction management etc.. This text substantially researches the evidence of numeral management of Kunming City from the angle of government’s view of city management, center on the city manages methods and means.Base on the related theories and practical documents, this thesis passes on-the-spot interview and questionnaire practically, applying SPSS 13.0 statistics software carry on a valid process dealing with the questionnaire data, the substantial evidence studies the comprehensive management of the present condition and existing key problem of Kunming City, depending on the substantial evidence to analysis and put forward the solves, to become the numeral mode management of Kunming City. The thesis also analysis the case which aims at the practice of numeral management mode of Kunming—Wu Ha District of Kunming "Numerical City Management Express Train" project, to anatomy the new mode and innovation, to explain and testify the actual result of the verify of city management numeral mode.Textual research focus on: through researching on the present substantial evidence of the government manage condition of Kunming City, analyzing and summarizing the city management existent key problems and reasons of Kunming City, making lessons from the modern city management theories & methods, building up the same important function of monitor & supervise of "Double Axis Center" system, taking modern information technique as means, making use of the unit mesh management, managing the city as different parts, using the collection of wireless data method etc., to create the city management process, to resolve existent key problems of the city management one by one, to make a set of the numeral mode management of Kunming.
