【摘要】 自党的十六大提出“整顿和规范市场经济秩序,健全现代市场经济的社会信用体系”的号召以来,社会信用体系建设正日益成为全社会关注的热点。进出口企业检验检疫信用体系建设作为全社会信用体系建设的有机组成部分,各地出入境检验检疫机构也纷纷对其展开研究和探索。但由于目前进出口企业检验检疫信用体系建设总体上仍处于起步阶段,其理论研究还很不成熟,因此,各地在开展有关工作的过程中不免遇到诸多问题。笔者结合近一两年来亲身参与国家质检总局和福建检验检疫局的有关进出口企业信用体系建设的实践,经过认真思索,将该项工作目前存在的问题归结为:一是社会定位不清,二是对进出口企业检验检疫信用的内涵认识不统一,三是对评定企业综合信用等级的理解有误,四是信用与诚信不分,五是将企业检验检疫信用等级同企业分类管理类别相混淆,六是发展模式选择不当等六个问题。针对这些问题,笔者分别提出了自己的理论设想和对策建议,尤其是创造性地将全社会信用体系划分为货币化信用体系和非货币化信用体系两大范畴,并将进出口企业检验检疫信用体系划归非货币化的信用体系范畴,在此基础上笔者进一步提出了一整套建立和完善进出口企业检验检疫信用体系的政策建议。笔者旨在通过本文,将进出口企业检验检疫信用体系建设的理论研究引向深入,以便为出入境检验检疫机构乃至其他政府部门开展企业信用体系建设提供可资借鉴的工作思路、方式和方法,并最终服务于有中国特色的社会信用体系的构建。更多还原

【Abstract】 Ever since the Sixteenth National Congress of the Communist Party of China puts forward the subject of“Rectifying and regulating market economic order, perfecting social credit system of modern market economy”, social credit system construction has gradually becoming a focus of the attention of the whole society. As an integral organic part of social credit system construction, the construction of inspection and quarantine credit system of import and export companies is being studied and probed into by entry-exit inspection and quarantine administration departments throughout China. However, due to the fact that the construction of inspection and quarantine credit system of import and export companies is still under the preliminary stage with immature theoretical study, it is inevitable that a variety of problems arise in the course of the work. The author, in combination with the practice of his own participation in relevant construction of credit system for import and export companies carried out by General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ) as well as Fujian Entry-Exit Inspection and Quarantine Bureau in the recent years, concluded the existing problems in the issue upon deliberate consideration: First, unclear social definition; Second, disunity of realization of the connotation of inspection and quarantine credit system for import and export companies; Third, misunderstanding of rating the comprehensive credit level of enterprises; Fourth, confusion between credit and good faith; Fifth, undistinguished definition between credit rating of enterprise inspection and quarantine and the category of enterprise classified management; Sixth, inappropriate selection of development mode. Targeting at the abovementioned problems, the author hereby puts forward his own theoretical scheme and policy suggestion. Especially, the author creatively divided social credit system into monetized credit system and non-monetized credit system, and classified credit system of inspection and quarantine for import and export companies as non-monetized system. On this basis, the author furthers on to throw a whole set of policy suggestions in regard to constructing and perfecting credit system of inspection and quarantine for import and export companies. The author intends to deepen the theoretical research of credit system of inspection and quarantine system for import and export companies through this thesis, in order to provide valuable work thinking, mode and method for the inspection and quarantine administrations as well as other更多还原
