我国高校内部资源配置机制研究

【摘要】 高校内部资源主要包括人力资源、财力资源、物力资源等。当前我国高校内部资源配置机制中存在着不合理现象，运行效率和效益也不高。人力资源配置方面存在着人员配置结构不合理、激励方式不科学、人员利用效率不高等问题；财力资源配置方面存在着资金投入不足和筹资渠道单一、校内分配不合理、资金利用效率低下等问题；物力资源配置方面存在着物力资源投入不足、规模效益低下、木桶现象的存在等问题。这些问题的存在使高校内部资源配置机制的改革成为高校发展的必要和必需行动。针对其中存在的具体问题，我们应对高校内部的人力、财力、和物力资源进行合理科学的配置；对教职工采取灵活有力的激励方式，增强教师参与治校的权力；拓宽高校的筹资渠道，建立现代高校财务管理制度；适当加大对高校物力资源的投入，实现校内物力资源的规模效益；从总体上提高人力、财力、物力资源的利用效率和效益，促进高校健康有力的发展，充分发挥高校培养高质量人才和创新知识的作用。更多还原

【Abstract】 The interior resources of universities include human resources, financial resources, and material resources. Now there are some problems, including irrational factors existing in resources’ distribution system and low efficiency and beneficial results, in our country’s universities. About distributions of human resources, the problems are that the distribution of human constructions is irrational, the ways of excitation are not scientific, and the efficiency of utilizing human is low ,etc; On distributions of financial resources, the major problems consist of that the finance is not enough and financial source ways are single, the distribution of financial resources is unreasonable in universities, and the financial efficiency is low, etc; On distributions of material resources, the main problems are that material resources are not enough, the scale beneficial results are low, and the wooden barrel phenomenon arises. Because of these problems, the reform on distribution of interior resources in universities is necessary and essential. To solve these problems, we should distribute on interior resources rationally and scientifically, including human resources, financial resources and material resources. We can apply flexible excitation ways to teachers and other workers, and strengthen the teachers’ right of managing universities. Moreover, we should broaden the ways of financial source, and set up modern financial management systems. In addition, we should enlarge the participation to material resources, and achieve the scale beneficial results. All in all, we should improve the efficiency and beneficial results of human, financial, and material resources entirely, accelerating the higher schools’ healthily development and developing the functions of higher schools fully on the part of fostering persons of ability and bringing forth new ideas.更多还原
