【摘要】 跨地区经营是现代企业的重要战略选择。在经济一体化、信息技术高速发展背景下,生产要素加快在不同产业、不同地区之间的流动,分布不同地区的企业形成高度依存的关系,跨地区经营已经成为不可阻挡的历史潮流,尤其是90年代以后跨地区经营在我国很多行业有了长足发展。本文主要采用规范研究的方法,通过层层递进的分析,研究跨地区经营这种战略下企业组织结构类型和财务控制模式的选择。首先介绍传统企业的组织结构和财务控制模式;然后分析跨地区经营企业的特征,总结其组织结构设计原则和财务控制特点,提出跨地区经营企业组织结构类型和财务控制模式;进而针对企业面临的信息环境和企业存在的信息软肋,认为跨地区经营企业的组织结构类型和财务控制模式需要创新和改善;最后引用成功企业案例进行总结。跨地区经营企业,无论从战略上,经营环境上,企业业务细节上都不同于一般企业,所以在组织设置和财务控制上有其特殊性。跨地区经营企业的组织类型一般可以归纳为办事处、分公司和子公司的形式,财务控制模式按控制权配置可以分为集权式财物控制模式、分权式财务控制模式和混合式财务控制模式,不同的组织类型在不同发展阶段需要不同的财务控制模式相匹配。跨区经营企业发展的最大瓶颈和风险在于滞后性,而随着信息技术的发展,信息的集成和实时刷新,软件的决策支持,为解决滞后性问题提供了契机。因此,跨区经营企业应该抓紧信息平台构建,通过组织结构和财务控制模式的创新,实现高效组织运行和财务控制。新型的网络化、虚拟化、流程化组织形式初见端倪,实时的财务控制模式也日益受到企业界和理论界重视。网络化、虚拟化、流程化的组织最大特点是组织层级扁平,组织反映动态灵活实时响应,组织信息统一共享;实时财务控制模式可以通过横向业务模块化控制或者资金流纵向控制,使物流、信息流和资金流集成,使业务与财务一体化,实现信息共享、业务协同、管理和控制集中;最终解决跨地区企业经营响应性和财务相对集中控制的要求。实践证明,充分利用信息和网络技术,大力改进企业信息化进程,将会给企业带来巨大效益,海尔通过流程再造实现业务与信息整合,形成上下信息统一和更多还原

【Abstract】 Trans-region manages is the modern enterprise’s important strategic choice. With the development of economic integration and the information explosion, the element of production flows free among different industries and different areas, the distribution different enterprise forms the relations which depend on highly. Trans-region manages already becomes the irresistible historical trend, there is tremendous development in a lot of trades of our country after the 1990s.This article introduces the organizational structure and the financial control mode of the traditional enterprise Firstly ; then summarize the design principle of organization structure and the characteristic of financial control to trans-regional enterprises, propose multi-regional enterprise’s organizational structure types and financial control modes; according to the competitive environment , organizational structure types and financial control modes to multi-regional enterprises need to be innovated and improved. Quote the case of successful enterprise to summarize finally.Trans-regional management enterprise, regardless of the strategy, the management environment and the operation are all different from the common enterprise, therefore has its particularity in the organization establishment and the financial control. Its organization type can sum up for office , branch company , subsidiary corporation generally; financial control mode can divide into centralization financial control mode , decentralization type financial control mode and composite financial control mode. the different organization type needs the different financial control pattern in the different development phase更多还原
